Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of the Department of Social Services to sign contract amendments with four agencies to add $266,010 of emergency Community Service Block Grant (CSBG) funding from the Federal Coronavirus Aid, Relief, and Economic Security(CARES) Act (pursuant to the CARES Act, this funding may be used for services provided from July 1, 2020) and $242,770 of the planned 2021 calendar year funding for an aggregate total of $751,550 and extends the current 2020 calendar year contract period through December 31, 2021; and

b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to these agreements where the total amendments do not exceed 10% of the individual contract amount and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

The Monterey County Community Action Partnership (MCCAP) within the Department of Social Services (DSS) administers federal Community Service Block Grant (CSBG) funds allocated to the county by the California State Department of Community Services and Development (CSD) and uses other funding to leverage their contracts to provide additional homeless and domestic violence services within the community through four contracts with Community Human Services, Community Homeless Solutions, Gathering for Women and YWCA.  MCCAP seeks approval to amend the calendar year 2020 contracts to add 2020-21 CSBG Coronavirus Aid, Relief, and Economic Security (CARES) Act funds received from CSD and add the 2021 calendar year funding to the MCCAP-managed agreements. The purpose is to streamline overlapping CAP contracts and meet the intent of the CARES Act CSBG funding, which is to facilitate urgent local responses to the effects COVID-19 impacting very-low income individuals and families.

 

MCCAP directs CSBG funds and leverages county resources to support nutrition, emergency shelters, youth and domestic violence shelters, housing support, services for seniors, youth and family counseling, rental support, financial education, and youth employment services. In total, MCCAP currently oversees eleven 2020 contracts with agencies that provide critical services for very low-income residents throughout Monterey County. These agencies were identified and chosen for the 2020-2021 CSBG two-year cycle via a competitive process to address local service needs identified by the biennial Community Action Plan. Additionally, CSD awarded supplemental CSBG funds through the federal CARES Act to help MCCAP providers respond to the effects of the COVID-19 pandemic, which can be applied to services from July 1, 2020 through December 31, 2021. On August 25, 2020, MCDSS secured board approval for the local plan developed to secure and administer CSBG supplemental funding in the amount of $699,580. The approved plan involves distributing CSBG CARES Act funding to the eleven agencies that have 2020 MCCAP contracts with MCDSS for services provided to the county’s most vulnerable residents.

 

MCCAP seeks authorization to amend four (4) of its 2020 contracts to add CSBG CARES Act  funding of $266,010, effectively July 1, 2020 through December 31, 2021, and adding the regular 2021 calendar year funding for the period of January 1, 2021 through  December 31, 2021. This extends the existing agreement term out an additional term.  The Department is recommending the following contracts be amended:

OTHER AGENCY INVOLVEMENT:

CSBG funding requires intergovernmental coordination, including adherence to state and federal reporting requirements. Development and implementation of the CSBG local plan requires departmental coordination, both within DSS and across the county, and amongst the county’s network of service providers.

 

The Auditor-Controller has reviewed and approved these agreements. County Counsel has approved the agreements as to form.

 

FINANCING:

These amendments are funded with CSD’s federal CSBG CARES Act funding of $266,010 which can be applied between July 1, 2020 through December 31, 2021; and the 2021 calendar year funding which consists of $15,159 of CSBG, $40,000 of HHAP, $135,155 of Domestic Violence funds, $42,341 of General Fund Contributions, and $10,115 of CalWORKs Domestic Violence Funds for a total of $242,770.  The aggregate total adding to the amendment is $508,780 for an overall total of all four agreements of $751,550.  There are sufficient appropriations and estimated revenues for SOC007 and SOC005 included in the FY 2020-21 Adopted Budget and the July - December 2021 appropriations will be incorporated in the upcoming budget cycle.  There is no change to the Approved County General Fund Contributions.

 

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

These agreements correlate with the Health & Human Services Strategic Initiatives adopted by the Board of Supervisors by allowing the Department to continue to receive State and federal funding to provide programs and services to the very-low income residents of the County.
