Receive a report on the utilization of Public Safety Power Shutdown (PSPS) grants received by the Office of Emergency Services (OES) on behalf of the County to improve the County’s resilience to electrical power disruptions.

RECOMMENDATION:

It is recommended that the Capital Improvement Committee receive a report on the projects chosen to improve the County’s ability to be resilient during an electrical power disruption and the sources of funding for these projects.

 

DISCUSSION:

The Capital Improvement Committee (CIC) have oversight of all Capital Improvement projects in the County of Monterey. Three capital improvement projects have been chosen by a PSPS project committee chaired by CAO Charles McKee.

Funding for these projects is from two separate grants that OES has received from the State of California Governor’s Office of Emergency Services for the purpose of making the County more resilient to electrical power disruptions. Totality of these two grants is $697,354.00

 

Reimbursable Service Agreement (RSA) for Project #1; Complete Generation of the Government Center at 168 W. Alisal St. This project’s cost is $438,012.

RSA for Project #2; Emergency Generator conversions at 3 County Libraries, (Castroville, Greenfield, and San Lucas). This project’s cost is $213,740.55.

RSA for Project#3; Emergency Generator conversion to fuel pumps at Laguna Seca Park. This project’s cost is $45,000 (estimate). Accumulative totals for these three projects are $696,752.55.

 

SUMMARY:

In Summary, increasing the generator capacity at 168 W. Alisal St. guarantees the Government services will continue uninterrupted during any power disruption. Improving three of the County’s libraries to accept an emergency generator allows these critical facilities to be operational during an electrical power disruption. These facilities can continue to be utilized by the public as WiFi hotspots allowing citizen connections to the Internet, Covid-19 or other pandemic testing sites, Covid-19 or other pandemic vaccination distribution sites, or foodbank distribution sites. Improving the fuel depot at Laguna Seca with emergency generation will provide a back-up fuel source for the County and first responders during a widespread electrical power disruption.

 

OTHER AGENCY INVOLVEMENT:

The Department of Public Works, Facilities & Parks staff facilities the implementation of these projects in accordance with the project scope provided by the OES and in compliance with the applicable building and contract code. 

 

FINANCING:

Funding for these projects from two PSPS grants received by OES and approved by the Board of supervisors. Account 024/1050/8412/CAO023/PSPS.
