RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of Health or Assistant Director of Health to execute a Mental Health Services Agreement with Starshine Treatment Center, Inc. for the term retroactive to August 1, 2020 through June 30, 2023 for the provision of mental health services in the amount of $66,489 for Fiscal Year (FY) 2020-21, $72,533 for FY 2021-22, and $72,533 for FY 2022-23 for a total Agreement amount not to exceed $211,555; and

b. Approve and authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) ($21,155.50) of the original Agreement amount and do not significantly change the scope of services.

 

SUMMARY/DISCUSSION:

Starshine Treatment Center, Inc. is a Short-term Residential Therapeutic Program (STRTP) providing residential and specialty mental health services including specialized and intensive care, support, and 24-hour supervision on a short-term basis for children and youth with complex and severe needs.  The goal of the program is to provide therapeutic interventions to treat and ameliorate the behavioral health symptom and improve function so that children and adolescents may move to a less restrictive and intensive treatment setting.  Starshine specializes in the mental health treatment of juvenile sex offenders and serves youth who require the highest level of care to prevent their placement into an inpatient hospital or out-of-state residential or juvenile justice facility.  The term of this Agreement is retroactive to August 1, 2020 due to an emergency placement of a Monterey County youth in need of this level of care. 

 

This Agreement contains the County’s standard 30-day “no cause” provision (Section IV, B) and an additional defunding provision (Section IV, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This work supports the following Monterey County Health Department 2018-2022 Strategic Plan initiative: 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.

 

FINANCING:

This Agreement is funded by Federal Financial Participation (FFP 70%) and 2011 Realignment- Early Periodic Screening and Diagnostic Testing (EPSDT 30%).  The funds for this Agreement are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year (FY) 2020-21 Adopted Budget.  The funds for this Agreement for FY 2021-22 and FY 2022-23 will be included in the respective Health Department’s Behavioral Health (HEA012, Unit 8410) FY 2021-22 and FY 2022-23 Requested Budgets.
