RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.  Approve Professional Services Agreement with TRC Engineers, Inc. to provide professional civil engineering services for the Las Lomas Drive Bicycle Lane and Pedestrian Project, under Request for Proposals (RFP) #10706, in a total amount not to exceed $403,297 beginning February 9, 2021 for a period of three (3) years to February 9, 2024, with the option to extend the Agreement for two (2) additional one (1) year period(s); and

b.  Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute the Professional Services Agreement and future amendments to the Agreement where the amendments do not significantly alter the scope of work or increase the approved Agreement amount.

 

SUMMARY/DISCUSSION:

The County of Monterey Department of Public Works, Facilities, & Parks (PWFP) has identified a need for professional civil engineering services for the Las Lomas Drive Bicycle Lane and Pedestrian Project (Project) in the unincorporated community of Los Lomas on Las Lomas Drive from Hall Road to Thomas Road and portions of Sill Road.  The Project is approximately 1,320 feet (0.25 mile) consisting of the construction of sidewalks, Class II bicycle lanes, roadway improvements including widening, curb, gutter, driveways, retaining walls and water treatment facility. 

 

The County solicited proposals from qualified contractors through Request for Proposals (RFP) #10706 for professional civil engineering services for the Project, in accordance with the specifications set forth in the RFP.  TRC Engineers, Inc. (TRC) was selected for their expertise and capabilities necessary to provide these services through a competitive selection process in accordance with County policies and State laws under RFP #10706.  The services provided by TRC shall include a full range of professional civil engineering services which include the following: project management, surveying, geotechnical investigation, permitting support, project and construction cost estimating, preparation of final plan documents, coordination with various utility companies for relocation, project design and engineering in compliance with local, State and Federal guidelines, bidding assistance and design support during construction.  

 

The Professional Services Agreement (PSA) with TRC will allow for professional civil engineering services for the Project in a total amount not to exceed  $403,297 beginning February 9, 2021 for a period of three (3) years to February 9, 2024, with the option to extend the PSA for two (2) additional one (1) year period(s).

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel and the Auditor-Controller’s Office have reviewed and approved the PSA as to form, and fiscal provisions, respectively.

 

FINANCING:

The total estimated cost of the Project, including design engineering, environmental, right-of-way, utilities and construction is $3,706,867.  The County has secured Active Transportation Program (ATP) funding for the identified Project as outlined in Attachment B, Project Budget.  The Project is largely funded by ATP Funds in the amount of $2,894,000 and Transportation Development Act (TDA) Funds in the amount of $170,300.  The remaining $642,567 will be funded through Local funds such as Measure X and other revenue in the Road Fund.  There are sufficient appropriations adopted in the Fiscal Year (FY) 2020-21 Road Fund 002, Appropriations Unit RMA 012 Budget to finance this PSA.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The Project will improve pedestrian and bicyclist safety by widening the road, creating a bicycle lane and curbs and sidewalks in the unincorporated community of Los Lomas.  The recommended action complies with the Board of Supervisors’ Strategic Initiatives for Infrastructure and Public Safety.
