RECOMMENDATION:
It is recommended that the Health, Housing, Homelessness & Human Services Committee:
Receive an oral report regarding the status of farmworker housing projects and permit application review process in Monterey County and provide direction to staff.
SUMMARY/DISCUSSION:
Melanie Beretti, Housing and Special Programs Service Manager for the Housing and Community Development Department (HCD) will provide an oral presentation providing an overview and status update on: a) existing farmworker housing projects; b) farmworker housing project applications in process; and c) the County efforts to prioritize and streamline permit processing for farmworker housing projects.
OTHER AGENCY INVOLVEMENT:
The County Health Department Environmental Health Bureau (EHB) is responsible for public health policies and regulations related to farmworker housing, including facilitating permitting and inspection for the Employee Housing Program for H2A employees, and EHB staff will be consulted for this presentation.
FINANCING:
There is no impact to the General Fund to provide this report. HCD staff time to write this report is funded through the adopted Fiscal Year (FY) 2020-21 budget for General Fund, Administration Appropriation Unit RMA013.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
Implementing policies and initiatives to facilitate and implement farmworker housing in Monterey County supports the Board of Supervisors' Strategic Initiative for Health and Human Services by providing safe and affordable long-term housing alternatives for the County's agricultural workforce.
