Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of the Department of Social Services to sign an agreement with World of Work, Inc. (WOWI) for $23,700.00 for an on-line subscription to provide vocational career assessments and training, for the period of March 9, 2021 through June 30, 2023 with nonstandard liability provisions and modifications to the County’s standard agreement; and

b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% ($2,370) of the original contract amount and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

Assessment is a mandatory Welfare-to-Work (WTW) activity authorized under the Manual of Policies and Procedures (MPP) Sections 42-711.55 through 42-711.558. WTW assessment services are administered to establish a WTW plan with CalWORKs customers to provide career guidance and planning and to determine the best course of activities to assist customers in removing barriers to education and/or employment that lead to self-sufficiency.

 

The Monterey County Department of Social Services, CalWORKs Employment Services (CWES) Branch is seeking to replace its current WTW assessment tool with the World of Work, Inc. (WOWI) application since the current assessment is outdated and no longer supported by the vendor. 

 

World of Work, Inc. provides a two (2) year subscription to access its fully integrated, and multi-dimensional online vocational career assessment. The WOWI vocational career assessment combines and measures work styles, career interests, aptitudes, and achievements; matches specific careers to customers; and links reports directly to the Department of Labor’s (DOL) Occupational Information Network (O*NET), My Next Move, and Career One Stop occupational-related videos online which meet WTW program requirements. 

 

Due to the benefits to CalWORKs customers and to the County in fulfilling its mission to assist county residents to achieve self-sufficiency, the Department recommends approval of this agreement with nonstandard liability provisions and modifications to the standard agreement.

 

 

 

OTHER AGENCY INVOLVEMENT:

The Auditor-Controller and Purchasing have reviewed and approved this Agreement. County Counsel has approved the Agreement as to form.

 

FINANCING:

This agreement is funded by the CalWORKs Single Allocation. Sufficient revenue and appropriations in SOC005 are included in the FY 2020-2021 Adopted Budget. Future costs will be incorporated into the upcoming budget cycle.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This agreement correlates to the Economic Development and Health & Human Services Strategic Initiatives adopted by the Board of Supervisors by providing vocational career assessment and training.  This leads to improved employment opportunities, which can result in improved overall quality of life for WTW customers.
