RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.  Ratify the execution by the County Purchasing Officer’s approval of amendment #4 to the agreement with Coalition of Homeless Services Providers, originally signed on September 9, 2020, for the operation of the Project Roomkey program for “high-risk” COVID-19” residents to extend the term through June 30, 2021 and add $1,785,342.00 for a total contract not to exceed amount of $4,926,192.27 for the period upon execution through June 30, 2021; and

b. Authorize the Director of the Department of Social Services to sign up to (3) amendments to this Agreement where the total amendments do not exceed 10% ($492,619.23) of the original contract amount and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

Across California, communities are operating the Project Roomkey program (PRK), a statewide, locally driven  initiative to provide emergency non-congregate shelter (NCS) protective placements (e.g., hotel/motels) for people experiencing homelessness and in need of isolation. Counties and tribes operating PRK sites have continued to keep people experiencing homelessness and their communities safe during the COVID-19 pandemic. In response to the ongoing and increasing spread of COVID-19, PRK remains critical and is consistent with statewide and national public health recommendations and guidance.

 

Through the Coalition of Homeless Services Providers, PRK has been able to provide services for this program through the coordinated efforts of their service network and leverages the relationships between our homeless services providers to deliver the multitude of wrap around services necessary to meet the service populations’ needs which include program oversight, hotel room management, health services, behavioral health services, transportation, accommodations for disabilities and access/functional needs, and housing navigation services. The key service component of the Coalition of Homeless Services Providers operation of Project Roomkey continues to be case management with focus on housing navigation. Transition out of the motel and into permanent or transitional housing is the operational goal of all services.

 

The Department recommends approval of this amendment to add funds and extend the program through June 30, 2021 based upon the Board’s approval on February 9, 2021 to extend these services. Without this amendment, the program will run out of funds by mid-February and those currently receiving support would be released to unfavorable destinations upon the program’s close which could include congregate shelter or the streets. 

 

 

OTHER AGENCY INVOLVEMENT:

Coalition of Homeless Services Providers and the homeless service network within Monterey County. The Auditor Controller and Purchasing have reviewed and approved this agreement. County Counsel has approved the agreement as to form.

 

FINANCING:

Continuation of this Agreement through June 30, 2021 will require County discretionary funds as a bridge pending the Federal Emergency Management Agency (FEMA) reimbursement. FEMA has determined that these costs will be 100% reimbursable from January 1, 2020 through the period of the Coronavirus disaster declaration, however it is not anticipated that this revenue will arrive before the close of the current fiscal year and the full scale of FEMA reimbursement is still unknown. On February 9, 2021, the Board of Supervisor’s approved bridge funding of $1,447,075 of strategic reserves and $338,267 from contingencies.  Sufficient appropriations in the Emergency Operations Center’s unit 001-1050-CAO005 FY2020-21 Adopted Budget.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This agreement correlates to the Public Safety, Health & Human Services, and Administration Strategic Initiatives adopted by the Board of Supervisors by providing access to shelter to reduce risk and spread of COVID-19 to high risk individuals experiencing homelessness.
