a. Approve and authorize the Director of the Department of Social Services to sign a zero cost Memorandum of Understanding between the Monterey County Department of Social Services and the Coalition of Homeless Service Providers for the purpose of participating in a multi-county collaborative demonstration project to address youth homelessness for the period April 20, 2021 through July 30, 2023; and
b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to this agreement as long as the amendments do not encompass payments or significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social Services to sign a zero cost Memorandum of Understanding between the Monterey County Department of Social Services and the Coalition of Homeless Service Providers for the purpose of participating in a multi-county collaborative demonstration project to address youth homelessness for the period April 20, 2021 through July 30, 2023; and
b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to this agreement as long as the amendments do not encompass payments or significantly change the scope of work.
SUMMARY/DISCUSSION:
The Youth Homelessness Demonstration Program (YHDP) is a collaboration of frontline teams and leaders in Monterey and San Benito counties formed to develop and implement a coordinated community approach to preventing and ending youth homelessness. The goal of the YHDP is to develop a Coordinated Community Plan within six months of execution of the MOU, to support youth experiencing homelessness. The Plan will implement core outcomes outlined in the United States Interagency Coalition on Homelessness (USICH) Youth Framework to End Youth Homelessness. The core outcomes are stable housing, permanent connections, education/employment, and social-emotional well-being.
This agreement outlines the commitment that the Monterey County Department of Social Services (DSS) has made to support and actively participate in the YHDP. This commitment includes participating in meetings, maintaining communication, and abiding by team agreements. In addition, this MOU demonstrates that DSS agrees to engage and participate in the implementation of the Coordinated Community Plan.
Though the YHDP itself will not end youth homelessness in Monterey and San Benito counties, the intent is to begin developing collaborative community strategies to address youth homelessness and achieve better outcomes for youth in our community.
OTHER AGENCY INVOLVEMENT:
County Counsel has approved the Agreement as to form.
FINANCING:
This is a zero-cost agreement. There will be no impact to the County General Fund.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This agreement correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by working collaboratively to address and develop a plan for ending youth homelessness.
