RECOMMENDATION:

It is recommended that the Board of Supervisors:

 

a. Approve and Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to sign a non-standard agreement with Idemia Identity and Security USA, LLC for six (6) years from the “Go-Live” date, in the amount of $3,730,330.00 to replace existing servers for fingerprint data information sharing with the California Department of Justice; and utilize new cloud services for  fingerprint data information sharing.

 

SUMMARY/DISCUSSION:

The Sheriff and the Remote Access Network (RAN) Board, also known as Cal-ID, respectfully request that the Board approve this agreement.

 

The Monterey County IDEMIA Automated Fingerprint Identification System (AFIS) is currently hosted onsite at the Monterey County Sheriff’s Office.  IDEMIA owns the software and system design and serves as the sole developer and provider of this solution.

 

The proposed IDEMIA Multi-Biometric Identification System (MBIS) is specifically designed to migrate the existing Monterey County Sheriff’s Office AFIS from an on-premises solution to the Microsoft Azure Government Cloud.

 

As the manufacturer of the existing Monterey County AFIS and associated software applications, only IDEMIA can provide a Cloud-based MBIS solution that uses compatible software processing and interactive messaging that is tailored to fit the Monterey County Sheriff’s Office public security environment. These devices use a proprietary software application that integrates seamlessly with the patented IDEMIA AFIS solution. In addition, IDEMIA is the only AFIS vendor currently offering a production AFIS solution in the Microsoft Azure Government Cloud, which is where the Monterey County Sheriff’s Office has elected to host their upgraded system.

 

Having a robust cloud based system always in compliance with the California Department of Justice reduces county liability. This system is capable of processing and reading historical identity records from the local repository. This system is a plug and play system scalable to law enforcement solution which will support future growth into new forms of law enforcement identity which include (latent, iris, fingerprint, card readers, etc.) and provides reporting features required for DOJ reporting.

 

Existing vendor application has reached end of live and can no longer be patched or updated by the vendor. The equipment (hardware) is outdated and at risk of failure. The Microsoft operating system is no longer supported by Microsoft. The system presents a liability security risk to the county and allied agencies should it be compromised by an attack (cyber, malware, botnet, etc.).

Computation of the cost sharing allocation will be based on the actual Booking transactions from prior year. 

 

OTHER AGENCY INVOLVEMENT:

County Counsel has approved the agreement as to legal form, and the Auditor/Controller has reviewed for fiscal provisions and the Information Technology Department has reviewed this agreement.

 

FINANCING:

The equipment cost for milestones 1&2 amounting to $252,700 have been included in the FY 2020-21 budget.  The remaining equipment cost for milestones 3&4 and the proportionate share of the Sheriff’s Office for the Annual Maintenance starting January 2022 amounting to $111,630 and $63,130, respectively, have been included in the Augmentations for the FY 2021-22 Requested Budget. 

 

The RAN Board is currently working on a proposal for a $1 Vehicle License Fee increase will generate an estimated $380,000 annual revenue for this mandate. This will reduce the portion of the $561,000 annual maintenance cost of the machine that will be shared by the different agencies.   Sheriff’s Office share will go down to an estimated amount of $41,000 that will be added to the annual requested budget.
