RECOMMENDATION:
It is recommended that the Monterey County Water Resources Agency Board of Directors:

a. Approve Amendment No. 1 to the Professional Services Agreement with ICF Jones & Stokes, Inc. for a term extension from July 1, 2021 to June 30, 202; and
b. Authorize the General Manager to execute the Amendment.

SUMMARY/DISCUSSION:
In June 2017, the Agency's Board of Directors and Board of Supervisors authorized the General Manager to enter into a grant agreement with the California Coastal Conservancy to support the development of a Salinas River Management Program.

In August 2017, the Board of Supervisors for the Monterey County Water Resources Agency approved the initiation of a phased approach to develop a Habitat Conservation Plan (HCP). Phase 1 (the Salinas River Long-Term Management Plan) was completed in 2019 and work began a short time later on Phase 2 (HCP Development). Phase 3 will address the CEQA/NEPA requirements of the HCP.

In March 2018, the Board of Directors and the Board of Supervisors for the Monterey County Water Resources Agency approved a Professional Services Agreement with ICF Jones & Stokes Inc. in the amount of $3,128,976 to begin work on the phased development of a HCP.

In April 2020 MCWRA was notified of an award of $1 million dollars from a Section 6, Nontraditional HCP grant that is administered by California Department of Fish and Wildlife. Staff is waiting on a final contract from CDFW. The last update from CDFW indicated that the grant could be in place by July 1, 2021. The delays in receiving this funding has contributed to the delays in fulfilling this contract.

Amendment No. 1 will extend the term of the agreement to June 30, 2023.
