Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of the Information Technology Department to execute a non-standard lease with the City of Seaside for the installation, maintenance, and operation of radio communication equipment at the Bayonet Radio Site for an amount not to exceed $1 per year, or $10 over the ten-year term, for the term May 1, 2021 through April 30, 2031; and

b. Approve non-standard provisions as recommended by the Director of the Information Technology Department; and

c. Approve and authorize the Director of Information Technology to execute up to two (2) extensions of ten (10) years each, subject to County Counsel approval, and provided the lease terms and conditions to not significantly change.

 

SUMMARY/DISCUSSION:

This lease will grant the Information Technology Department access to install, maintain, operate, and repair equipment at the Bayonet Radio Site, located Northeast of the intersection of Coe Avenue and General Jim Moore Boulevard in the City of Seaside. The site will consist of a purpose-built shelter, an 80’ free-standing radio tower, generator, fuel tank, and fencing to provide safety and security. The site will initially act as a microwave hub for the Monterey Peninsula and will expand to provide critical public safety communications for fire, law, and ambulance personnel from Pacific Grove to Marina.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel has reviewed this lease as to form and cannot approve due to the non-standard provisions.

 

FINANCING:

Funding has been included in the ITD FY 2021-22 Recommended Budget under Dept 1930, Unit 8436, Appropriation INF002. Transactions relating to future fiscal years will be included in each respective Recommended Budget. 

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The transmissions from equipment maintained at this site will provide critical public safety communications.
