Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of the Department of Social Services to sign an agreement with Bay Area Community Services (BACS) to operate the Salinas Housing Advancement, Resource & Education (SHARE) Center, a homeless shelter and housing navigation center in the amount of $442,448,for the period April 27, 2021 through June 30, 2021with nonstandard termination, indemnification and liability provisions; and

b. Authorize the Director of the Department of Social Services to sign up to three (3) additional amendments to this agreement where the total amendments do not exceed 10% ($44,244) of the current contract amount and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

This agreement will fund, in partnership with the City of Salinas, the costs of operating the Salinas Housing Advancement, Resource & Education (SHARE) Center. The SHARE Center will serve up to 100 City and County residents experiencing homelessness and will provide services in a housing navigation center model, including emergency shelter and wraparound services with a Housing First approach. The goal for SHARE Center residents is to exit into permanent housing.

 

BACS was selected through a competitive request for proposal process and will operate the navigation center 24 hours a day, 7 days a week. With an extensive history working with the chronically homeless population, their mission is to “do whatever it takes” to assist under-served individuals and families transition to permanent housing. Over the last 67 years, BACS has provided supportive services to more than 100,000 people. BACS is an expert in comprehensive, integrated, and effective approaches to housing & health for complex populations. Today, BACS’ 360+ team members serve more than 12,500 people each year.

 

This homeless navigational center was achieved through partnership with the City of Salinas and Homeless Emergency Aid Program (HEAP) funding from the Coalition of Homeless Continuum of Care Operator.  Property management aspects have been built into BACS agreement for the operation of this program.  This agreement is for the start-up and launch of the SHARE Center through June 30, 2021 and a contract amendment/budget will be developed soon with next years’ funding.

 

Due to the nature of the services being provided and the collaborative process to select the contractor and support the operations, the Department recommends approval of the agreement with nonstandard termination, indemnification and liability provisions.

 

OTHER AGENCY INVOLVEMENT:

The City of Salinas continues to work collaboratively with the County per the MOU and their separate operational agreement with Bay Area Community Services. Public Works provided the monitoring and oversight regarding the facility. The Auditor Controller and Purchasing have reviewed and approved this agreement. County Counsel has approved the agreement as to form. Due to late submission of this Board Report, the CAO Budget and Analysis Division was not provided adequate time to fully review for potential fiscal, organizational, policy, or other implications to the County of Monterey.

 

 

FINANCING:

This venture is a collaborative partnership with the City of Salinas where both parties will use multiple funding streams to support the operational costs of the SHARE Center.  Both the City and County will have separate agreements with BACS and will share in the costs from May 1, 2021 through June 30, 2022 using various funding streams. The City of Salinas’s revenue will not come available till July 1st, so the County will begin using the Homeless Housing, Assistance and Prevention Round 1 funds for the initial start-up and launch of the SHARE Center.  A separate board Report will be submitted on May 4, 2021 by the Department to increase appropriations in the Community Programs Budget 001-5010-SOC004 which will also incorporate appropriations for this agreement. 

 

This agreement is currently for two months, however, an amendment is being developed to extend the term and add the County’s portion of funding through June 30, 2022.  The estimated total cost for the SHARE Center that the City and County are sharing costs is $3,015,044 of which $720,000 will be dedicated for rapid re-housing. The Department has identified two potential funding sources to support the County’s side of this project for the upcoming fiscal year, however, the state and federal awards are still pending at this time for the Homeless Housing, Assistance and Prevention (HHAP) Grant, Round 2 and Permanent Local Housing Allocation (PLHA) funds.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This agreement correlates to the Public Safety, Health & Human Services, and Administration Strategic Initiatives adopted by the Board of Supervisors by promoting access to safe shelter and housing navigation services to reduce risk for physical and mental health issues and other chronic illness to those individuals experiencing homelessness and allows the County to work collaboratively with the City of Salinas in this shared operation.
