RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve and authorize the Contracts/Purchasing Officer or Contracts/ Purchasing Supervisor to sign Amendment No. 2 to Agreement A-14944 with GEO Reentry Services, LLC, in the amount of $367,152, for a total not to exceed amount of $3,381,141, to consolidate services of the Day Reporting Center and post incarceration reentry services to adult offenders under Probation supervision under one contract for the term  July 1, 2021 through August 31, 2023.

 

SUMMARY:

Reentry services fill a critical gap in the post-detention transition of adult offenders and provide needed rehabilitative services; continuation of these services is critical to support offenders in their journey toward rehabilitation and reintegration in the local community. The consolidation of services will ensure seamless continuity for offenders in the program. Prior to January 2021, reentry services were operating at a Probation facility. GEO Reentry, LLC is now in the position of hosting these services and can provide them at their own location, which also houses the Day Reporting Center. This will allow for improved coordination of services and ease of access in a one-stop setting for clients.

 

The Probation Department is recommending the approval of Amendment No.2 to Agreement A-14944 with GEO Reentry Services, LLC, to consolidate post incarceration reentry services to adult offenders under Probation supervision under one agreement. Amendment No. 2 is in the amount of $367,152 and for the term July 1, 2021 through August 31, 2023.

 

DISCUSSION:

GEO Reentry Services, LLC has been providing Reentry services since 2016, through a successful partnership with the Probation Department. The short-term multidisciplinary “reentry” program provides adult offenders supervised and referred by Probation with structured time and services upon their release from incarceration.  The program operates daily Monday - Friday and lasts about one month.  The program includes an assessment and individualized service plan, cognitive behavioral classes, and referral and access to support services.  Services also include lunch meals and assistance with bus passes.

 

GEO Reentry Services, LLC is also the current provider of counseling, treatment, life skills classes and job training to eligible participants at the Day Reporting Center, which has been recognized as an effective correctional strategy and community-based alternative to incarceration for eligible adult offender.  They provide critical, comprehensive services to support positive outcomes for rehabilitation and reintegration into the community, in a manner that is responsive to the needs and requirements of both the clients and Probation.

 

The consolidation of reentry services in one location at the Day Reporting Center and under the same provider contract, will allow for economy of scale, leverage of funding, and ease of access for the offender clients in a one-stop setting.

 

The program is supported by AB 109 - Public Safety Realignment funding to provide services to realigned populations of adult offenders referred by the Probation Department. 

 

OTHER AGENCY INVOLVEMENT:

A Sole Source Justification was prepared by the Probation Department; and approved by the Chief Probation Officer and Contracts/Purchasing Officer. The offices of County Counsel-Risk Management, and the Auditor-Controller, have reviewed and approved this Amendment as to legal form, risk provisions and fiscal terms. This Amendment is on file with Clerk of the Board. The Community Corrections Partnership (CCP) has recommended continuation of services and funding for FY 21-22.

 

FINANCING:

Funding for this Amendment No. 2 in the annual amount of $169,454 per year is provided by the Public Safety Realignment Act (AB109)

 

Funding for all the services provided in this contract has been approved by the CCP and is included in Probation’s Recommended Budget for FY 21-22.  The remaining contract balance will be included in the budgets for FY 22-23 and 23-24.  There is no anticipated increase in County General Fund Contribution with the current recommended action.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

 

This recommendation supports key objectives of Economic Development by providing employment opportunities and helping to reduce poverty in the adult offender population; and Public Safety by encouraging self-sustainability to aid in crime prevention and successful reintegration into the community.
