RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Health or Assistant Director of Health to execute Amendment No. 2 to Mental Health Services Agreement A-13918 with Aspiranet for the provision of Therapeutic Behavioral Services (TBS) and Home Alternatives to Residential Treatment (HART) to extend the term for one (1) additional fiscal year for a revised term of July 1, 2018 through June 30, 2022, and add $686,495 for Fiscal Year (FY) 2021-22, for a revised total Agreement amount not to exceed $2,830,980.
SUMMARY/DISCUSSION:
Aspiranet provides Therapeutic Behavioral Services (TBS) to Monterey County children who are eligible for Medi-Cal and meet criteria for medical necessity. These services are available to children with difficult behaviors who require one-to-one assistance and who may be at risk of psychiatric hospitalization. TBS is an intensive one-to-one, face-to-face, short term outpatient treatment intervention for beneficiaries under age 21 with serious emotional disturbances (SED) who are experiencing stressful transition or life crisis and need additional short-term specific support services. Aspiranet will also continue to provide Home Alternatives to Residential Treatment (HART) services to Monterey County children who are receiving Special Education Services through their Individual Education Plan (IEP) and have been identified by their IEP teams as being at imminent risk of residential treatment. HART services provide highly individualized, intensive case management and one-to-one behavioral intervention that address the social emotional needs presenting barriers to academic success. HART services are an additional resource to the Monterey County educational system to serve children with emotional needs. This Amendment No. 2 extends the term of the Agreement for one additional fiscal year to maintain TBS and HART service availability to Monterey County youth in need of this level of specialized care.
This Agreement contains the County’s standard 30-day “no cause” provision (Section IV, B) and an additional defunding provision (Section IV, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.
This work supports the following Monterey County Health Department 2018-2022 Strategic Plan Initiative: 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one of the ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.
OTHER AGENCY INVOLVEMENT:
County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.
FINANCING:
This Agreement is funded by Federal Financial Participation (36%), Early Periodic Screening, Diagnosis, and Treatment (20%), and Special Education Local Plan Area (44%). The funds for this Amendment No. 2 ($686,495) will be included the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year 2021-22 Requested Budget.
