RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of Health or Assistant Director of Health to execute a two (2) year Mental Health Services Agreement (July 1, 2021 - June 30, 2023) with Harmony at Home for school-based counseling services for children who have been exposed to violence and trauma in the amount of $91,120 for Fiscal Year (FY) 2021-22, and $91,120 for FY 2022-23, for a total Agreement amount not to exceed $182,240; and

b. Approve and authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) ($18,224) of the original Agreement amount and do not significantly change the scope of services.

 

SUMMARY/DISCUSSION:

Harmony at Home provides services that teach healthy communication within families to end the cycle of violence and abuse.  The agency provides school-based domestic violence counseling services to elementary school-aged children in Alisal, Salinas City Elementary and the Salinas Union High School Districts.  These services address the emotional trauma and related issues of children who have witnessed and/or experienced violence.  The Health Department, Behavioral Health has contracted with Harmony at Home since August 2009 and is requesting approval of this Agreement to continue to support these services for an additional two-year term; this  coincides with the County’s approved Mental Health Services Act FY21-23 Three-Year Program & Expenditure Plan, which specifically includes funding for these services.

 

This Agreement contains the County’s standard 30-day “no cause” provision (Section IV, B) and an additional defunding provision (Section IV, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This work supports the following Monterey County Health Department 2018-2022 Strategic Plan Initiative: 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.

 

FINANCING:

This Agreement is funded by Mental Health Services Act Prevention and Early Intervention funds.  The funds for this Agreement ($91,120) are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year 2021-22 Recommended Budget.  The funds for this Agreement for FY 2022-23 ($91,120) will be included in the Health Department’s Behavioral Health (HEA012, Unit 8410) FY 2022-23 Requested Budget.
