RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of Health or Assistant Director of Health to execute Agreement GOVOPS-C2006 with the California Government Operations Agency for COVID-19 vaccination grant funding to facilitate fair and equitable distribution, allocation, and administration of COVID-19 vaccine, in the amount of $350,000 for the term retroactive to May 1, 2021, through January 31, 2022; and

SUMMARY/DISCUSSION:

The COVID-19 pandemic has had a disproportionate impact on California’s diverse populations. The California Government Operations Agency awarded the Monterey County Health Department $350,000 in one-time funding to facilitate fair and equitable distribution, allocation, and administration of the COVID-19 vaccine to those population groups that have been most impacted by COVID-19. Grant funding will be used to improve vaccination coverage among under-vaccinated demographic groups through increasing walk-up vaccination opportunities, conducting outreach to increase second dose compliance, and incentivizing key populations to get vaccinated. All funded activities must be completed by December 31, 2021.

This work supports the Monterey County Health Department 2018-2022 Strategic Plan Initiatives: 2. Enhance public health and safety through prevention, and 2. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports two of the ten essential public health services, specifically: 2. Investigate, diagnose, and address health problems and hazards affecting the population, and 7. Assure an effective system that enables equitable access to individual services and care needed to be healthy.

OTHER AGENCY INVOLVEMENT:

The office of County Counsel and the Auditor-Controller have reviewed and approved this Agreement as to form and fiscal provisions.

FINANCING:

There are sufficient appropriations and revenue in the Health Department’s (8124-HEA003) Fiscal Year (FY) 2020-21 Adopted Budget and the FY 2021-22 Requested Budget for this one-time Grant provided by the California Government Operations Agency.
