RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Health or Assistant Director of Health to execute a Mental Health Services Agreement with Door to Hope for the term July 1, 2021 to June 30, 2022 for the provision of family education and mental health services in the amount of $50,000 for Fiscal Year (FY) 2021-22, for a total Agreement amount not to exceed $50,000.
SUMMARY/DISCUSSION:
Door to Hope and their services were selected as part of the Monterey County Behavioral Health Bureau’s (MCBH) Mental Health Services Act (MHSA) funded Innovation Project, titled “Micro-Innovation Grants to Engage Latino Populations.” This Innovation Project was approved by the Monterey County Board of Supervisors and California State Mental Health Services Oversight and Accountability Commission (MHSOAC). The approved plan included a budget of $1,240,000 to support small, time-limited, community driven innovation activities with the intent to educate and connect unserved and underserved Latino communities in Monterey County with needed mental health services. MHSA funds supply the entirety of this Innovation Project, inclusive of administrative oversight, and all INN funds are approved for expenditure by the MHSOAC.
Door to Hope provided a competitive application that was approved by an internal review board and MCBH, to provide a unique service that fulfills the intent of the Innovation Project. Door to Hope will execute a micro-innovation activity that entails the adaptation of an evidence based group therapy practice, called “Circle of Security”, to reach underserved Hispanic/Latino communities, including those who are mono-lingual Spanish speakers or speak Triqui, Mixteco, and other dialects spoken by migrant farmworkers in Monterey County. Door to Hope has a positive track record in working with MCBH and serving the various demographics within Monterey County, in part by employing and utilizing bi- and tri-cultural behavioral health workers. Required performance features include testing novel practices to engage Latino communities with the local mental health services system, generating mental health service referrals, and reporting referral data, “learning outcomes” and other information related to the efficacy of these micro-innovation activities that fulfill the intent of this Innovation Project, ultimately aimed at improving the design and delivery of local mental health services and contributing to statewide learning that is consistent with the intent of MHSA Innovation funding.
MCBH must expend approved MHSA Innovation funds as articulated by the approved Innovation Project plan prior to August 22, 2023. Unexpended funds may be subject to reversion, whereby MCBH may be required to submit the remainder of allocated funds back to the MHSOAC.
This work supports the following Monterey County Health Department 2018-2022 Strategic Plan Initiative: 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one of the ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.
OTHER AGENCY INVOLVEMENT:
County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.
FINANCING:
This Agreement is funded by Mental Health Services Act (MSHA) Innovation funds. The funds for this Agreement for FY 2021-22 are included in the respective Health Department’s Behavioral Health (HEA012, Unit 8410) FY 2021-22 Requested Budgets. Approval of this action has no impact on the County General Fund.
