RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve and authorize the Chief Probation Officer to sign a Memorandum of Understanding in the amount of $100,000 with the Monterey County Office of Education for the term July 1, 2021 through June 30, 2022, as reimbursement for services for the Salinas Community Schools program at Rancho Cielo; and

b.                     Authorize the Chief Probation Officer to sign up to three (3) future amendments to this Agreement where each amendment does not exceed ten percent ($10,000) of the original contract amount and does not significantly change the scope of work.

 

SUMMARY:

The Monterey County Office of Education (MCOE) and the Probation Department (MCPD) maintain a long-standing partnership and a coordinated approach to assist and closely supervise juvenile probationers and at-risk students served by MCOE, utilizing available resources from both agencies. The Memorandum of Understanding identifies mutual responsibilities and provides partial reimbursement to the Probation Department for program costs at Rancho Cielo.

 

DISCUSSION:

The Monterey County Office of Education (MCOE), through its Alternative Education Programs, operates a community day school for Silver Star Youth Program (SSYP) participants at Rancho Cielo, serving youths who have been expelled from school districts. Probation assists in managing truancy issues, supervising wards attending the school, and providing a safe school environment.

 

MCPD will assign one Deputy Probation Officer (DPO) to the community school at Rancho Cielo to closely monitor and supervise juvenile probationers, ensure the orderly and effective operation of both community school and independent study program, and enhance the level of assistance available to the students in attendance. The Probation Officer manages cases and enforces conditions of probation.

 

Staffing and operating costs for this program are estimated at $220,975 for fiscal year 2021-2022; MCOE has agreed to pay approximately 45% of these costs, equal to $100,000. 

 

OTHER AGENCY INVOLVEMENT:

The MOU has been approved by The Office of County Counsel-Risk Management as to legal form and risk provisions, and by the Auditor-Controller as to fiscal terms. 

 

FINANCING:

This program is partially funded by MCOE in the amount of $100,000, with the remaining portion funded by eligible Title IV-E Federal revenues and the County General Fund. The funds for this program are included in the Probation Department’s (PRO001, Unit 8162) Fiscal Year 2021-2022 Recommended Budget. There is no additional cost to the County General Fund with the recommended action.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This recommendation supports the Board of Supervisors Strategic Initiatives of: a) Health and Human Services by improving quality of life and providing a healthy environment for youth; and b) Public Safety by encouraging students to achieve their potential through education, monitoring activities during and after school, and increasing safety and awareness on campus through crime prevention and close supervision.
