a. Approve and authorize the Director of the Department of Social Services to sign an agreement with Community Human Services for $118,750 to provide Commercially Sexually Exploited Children program services for a term of July 1, 2021 through June 30, 2022, and
b. Authorize the Director of Department of Social Service to sign up to three (3) amendments to this Agreement where the total amendments do not exceed 10% ($11,875) of the contract amount and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social Services to sign an agreement with Community Human Services for $118,750 to provide Commercially Sexually Exploited Children program services for a term of July 1, 2021 through June 30, 2022, and
b. Authorize the Director of Department of Social Service to sign up to three (3) amendments to this Agreement where the total amendments do not exceed 10% ($11,875) of the contract amount and do not significantly change the scope of work.
SUMMARY/DISCUSSION:
The Agreement with Community Human Services for the County’s Commercially Sexually Exploited Children (CSEC) Program will provide advocacy services for identified minor victims of Commercial Sexual Exploitation (CSE) and Sex Trafficking who are also dependents of the Child Welfare Department in Monterey County. Additionally, Community Human Services will provide CSE Screenings through their Safe Place Program, in order to identify youth who are victims of, or are at risk of, becoming victims of commercial sexual exploitation or trafficking. Community Human Services will also conduct community awareness outreach throughout the year and will host one community awareness event during each Human Trafficking Awareness Month (January).
Since its inception in 2015, the Department of Social Services (DSS) has identified between 80-100 minor children who have been victimized by sex trafficking and/or exploitation. Through its partnership with Community Human Services, DSS will continue to raise awareness and education throughout the community and increase the number of children who can be identified and served through this program.
OTHER AGENCY INVOLVEMENT:
The Auditor Controller and Purchasing have reviewed and approved this agreement. County Counsel has approved the Agreement as to form.
FINANCING:
This agreement is fully funded by CSEC Program funds from the California Department of Social Services (CDSS). Sufficient appropriations and estimated revenues are included in SOC005 in the FY 2021-22 Recommended Budget.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This agreement correlates to the Administration and Health and Human Services Strategic Initiative adopted by the Board of Supervisors by allowing the Department of Social Services to identify and provide services to youth who are survivors of Commercial Sexual Exploitation or Sex Trafficking.
