RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                                          Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor  to sign an Amendment to the Agreement with First 5 Monterey County for reimbursement to the Probation Department in the amount of $267,170 for a total aggregate amount of $777,505, and extend the term of the Agreement for an additional two years through June 30, 2023 to support the Child Advocate Program; and

b.                                          Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to sign up to three (3) future amendments to this Agreement where the amendments do not exceed ten percent (10%) of the original contract amount ($51,033), and do not significantly change the scope of work.

 

SUMMARY:

The current Agreement is scheduled to expire on June 30, 2021. The Probation Department recommends the approval of the Amendment to the Agreement with First 5 Monterey County for reimbursement in the amount of $261,170 and the extension of the Agreement for two additional years through June 30, 2023 to support the Child Advocate Program and continue valuable services to children exposed to domestic violence at an early age.

 

DISCUSSION:

Probation has been a recipient of First 5 Monterey County funding since 2003, providing valuable services to children age zero to five who have been exposed to domestic violence.  As a partner of the Door to Hope Integrated Service Collaborative, Probation was allocated grant funding to support the Child Advocate Program for four years, from July 1, 2017 through June 30, 2021.  Additional grant funds for fiscal years 2021-2022 and 2022-2023 are now available to Probation to extend the Agreement for two additional years with reimbursement in the total amount of $267,170.  The proposed Amendment identifies roles and responsibilities and level of services during the extended grant award period.

 

As the lead agency for the integrated collaborative, Door to Hope has a strong partnership with local agencies and organizations serving children from prenatal to five years old.  The collaboration focuses on supporting the healthy development of children and families facing multiple vulnerabilities and risk factors by strengthening connections and improving quality of family life within a whole system of care and support.

 

The Child Advocate Program (CAP) provides service to children ages 0-5 years who were exposed to domestic violence, child abuse or toxic stress.  The focus of the program is to ensure that children from violent or extremely chaotic home environments are developmentally and emotionally prepared to enter kindergarten.  The CAP Unit is staffed with one Probation Officer and two Child Advocates, which intensely monitors each family. The team provides ongoing home visitation to help insure a safe and stable environment, group parent education classes, and offer referrals to community resources, parent education and counseling, based on the needs identified by the team.  The Unit works with approximately 120 families per year.

 

First 5 partly funds about 41% of the cost for the Child Advocate Program, and includes funding for bilingual counseling services to the children and families served by CAP.

 

A copy of the Amendment is on file with the Clerk to the Board.

 

OTHER AGENCY INVOLVEMENT:

The Amendment for additional First 5 funding has been approved by the Office of County Counsel-Risk Management as to legal form and risk provisions and by the Auditor-Controller as to fiscal terms.

 

FINANCING:

Funding in the amount of $133,585 to support the program is already included in Probation’s Budget for FY 21-22.  Funding for $133,585 is also allocated to Probation for FY22-23, for a total of $267,170 for the additional two years of Agreement. There will be no impact on General Fund Contributions associated with this recommendation.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This recommendation supports the Board of Supervisor Strategic Initiatives of: a) Health and Human Services by improving quality of life and providing a healthy environment for children; and b) Public Safety by ensuring a safe family environment through crisis intervention, family stabilization, referral to services, and monitoring and supervision.
