Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of the Department of Social Services to sign an agreement with Executive Information Systems, LLC. (EIS) to provide consulting services for the installation and configuration of SAS Viya software in the amount of $22,854 for the period of July 1, 2021 through June 1, 2022 including nonstandard indemnification and liability provisions and modifications to the County’s standard agreement; and,

b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to the agreement where the total amendments do not exceed 10% ($2,285) of the original contract amount and do not significantly change the scope of work.

 

SUMMARYDISCUSSION:

The Department would like to acquire specialized software to develop case analytics and statistics, allow for forecasting, and identify trends in administering benefits to the community. SAS (SAS Viya) Software will assist in providing insight into the services provided by DSS, measuring, and identifying gaps existing in community needs, and optimize the offering of services to our community and residents.

 

SAS Software is also used to assist the Department in completing its reporting requirements to State and Federal partners and other community stakeholders reporting requirements. EIS is a reseller of SAS Software Professional Services which will provide the Department with consulting services to configure SAS Software (SAS Viya) to be able to consume data received from the State projects and make it available for statistics, trend analysis and/or forecast development. 

 

The Department is taking advantage of the lower pricing afforded by the contractor’s Government Services Agreement (GSA) which contains nonstandard indemnification and liability provisions. The Department recommends approval of this agreement in order to take advantage of the preferential pricing the GSA provides

 

OTHER AGENCY INVOLVEMENT:

The Auditor-Controller and Purchasing have reviewed and approved this agreement. County Counsel has approved the agreement as to form.

 

FINANCING:

This Agreement will be funded by Social Services Federal, State and realignment revenues. Sufficient appropriations and estimated revenues for SOC005 are included in the FY 2021-22 Recommended Budget. 

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This agreement correlates to the Infrastructure Strategic Initiative adopted by the Board of Supervisors by providing the Department with the ability to gain insight into the services provided by DSS, measuring, and identifying gaps existing in community needs, and optimizing the offering of services to our community and residents.
