Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of the Department of Social Services to execute Amendment No. 1 to Agreement A-14917 with Central Coast Center for Independent Living for the period August 1, 2020 to June 30, 2021 for information, services and supports to persons with disabilities by extending the term through June 30, 2022 and adding $60,000 for a revised total Agreement amount of $180,527; and

b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to this Agreement where the total amendments do not exceed ten percent 10% ($ 18,052) of the contract amount and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

The Agreement with Central Coast Center for Independent Living (CCCIL) provides the following services through the Aging and Disability Resource Connection (ADRC) Program: enhanced Information & Assistance; person centered options counseling; short term service coordination; person centered transition support services; consumer-directed resources for long term supports and services; promotion and implementation of seamless access to services; and resource and service coordination. 

                     

The County received additional funding from the California Department of Aging with the option of using funds to develop, increase, and enhance ADRC core services. Funding is being added to this agreement to support the hiring and/or designation by CCCIL of one or more staff persons to serve as Peron Centered Transition Support Services (PCTS) Case Manager/Community Advocate(s) as well as services including community outreach, engagement and advocacy regarding access to COVID-19 vaccinations for high-risk and underserved populations.

 

OTHER AGENCY INVOLVEMENT:

The Auditor/Controller and Contracts Purchasing have reviewed and approved this Agreement. County Counsel has approved the Agreement as to form.

 

FINANCING:

The ADRC Program of $120,527 is 100% state funded through California Department of Aging and must be spent by June 30, 2022.  There is an additional $60,000 of federal funds which was issued as ADRC CARES Act funds, which must be spent by September 30, 2021.   There is sufficient appropriations and revenues in the Social Services - Area Agency on Aging’s Budget Unit 001-5010-SOC010-8268 FY 2020-21 Adopted Budget and in the FY 2021-22 Recommended Budget.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This Agreement correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by working towards the goals of improving health and quality of life outcomes by providing outreach and supportive services to seniors and adults with disabilities.
