RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of Health or Assistant Director of Health to execute a two (2) year Mental Health Services Agreement (July 1, 2021 - June 30, 2023) with Pajaro Valley Prevention and Student Assistance, Inc. in the amount of $390,000 for Fiscal Year (FY) 2021-22 and $390,000 for FY 2022-23, for a total Agreement amount not to exceed $780,000; and

b. Approve and authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) ($78,000) of the original Agreement amount and do not significantly change the scope of services.

 

SUMMARY/DISCUSSION:

Pajaro Valley Prevention and Student Assistance, Inc. (PVPSA) is a non-profit organization dedicated to improving the quality of life for children and their families.  PVPSA provides services to children and their families residing in the Pajaro and surrounding North County communities and collaborates with local schools to provide age appropriate mental health services to identified Medi-Cal eligible children demonstrating signs of behavioral health disorders. The Health Department, Behavioral Health has contracted with PVPSA since May 2009 and is requesting approval of this Agreement to continue to support these services for an additional two-year term; this coincides with the County’s approved Mental Health Services Act FY21-23 Three-Year Program & Expenditure Plan, which specifically includes funding for these services.

 

This Agreement contains the County’s standard 30-day “no cause” provision (Section IV, B) and an additional defunding provision (Section IV, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This work supports the following Monterey County Health Department 2018-2022 Strategic Plan Initiative: 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.

 

FINANCING:

This Agreement is funded by MHSA Prevention and Early Intervention (11%), Mental Health Federal Financial Participation funding (55%), and 2011 Realignment (34%).  The funds for this Agreement ($390,000) are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year 2021-22 Recommended Budget.  The funds for this Agreement for FY 2022-23 ($390,000) will be included in the Health Department’s Behavioral Health (HEA012, Unit 8410) FY 2022-23 Requested Budget.
