RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Authorize the Director of Health to execute a Standard Agreement with Steris Corporation for the provision of equipment inspection and maintenance service for laboratory equipment, in the amount of $51,515.28 for the retroactive period from January 1, 2021 to December 31, 2023; and 

b. Approve nonstandard indemnification, and liability provisions and termination clauses in Agreement as recommended by the Director of Health.

 

SUMMARY/DISCUSSION:

The Monterey County Health Department Laboratory performs testing on patient specimens for viruses such as influenza, norovirus, COVID 19, enterovirus and others. Comprehensive service and regularly scheduled preventive maintenance by certified technical support must be completed on autoclaves which are an essential part of the decontamination and sterilization process. Steris is a provider that is certified to meet the needed requirements.

 

The start date of the Agreement is retroactive to January 1, 2021, due to the length of time it took to negotiate with the vendor additional terms needed for the Agreement and inability on the vendors part to obtain required signatures. Due to the importance of regular maintenance, the equipment was inspected and received required service during negotiations.

 

This work supports the Monterey County Health Department 2018-2022 Strategic Plan Initiatives: 1. Empower the community to improve health; 2. Enhance public health and safety through prevention; and 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports the following of the ten essential public health services: 3. Inform, educate, and empower people about health issues; 7. Link people to needed personal health services and assure the provision of health care when otherwise unavailable; and 8. Assure competent public and personal health care workforce.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel and the Auditor-Controller have reviewed and approved this Agreement as to form and fiscal provisions, respectively. 

 

FINANCING:

There are sufficient appropriations included in the Health Department's (HEA003-8124) Requested Budget for Fiscal Year (FY) 2020-21 and will be included in FY 2021-22 and FY 2022-23 Requested Budgets.
