a. Approve and authorize the Director of Health or Assistant Director of Health to execute a two (2) year Mental Health Services Agreement (July 1, 2021 - June 30, 2023) with Door to Hope, Inc. for outpatient and residential mental health services to children and adolescents residing in Monterey County in the amount of $2,200,000 for Fiscal Year (FY) 2021-22, and $2,200,000 for FY 2022-23, for a total Agreement amount not to exceed $4,400,000; and
b. Approve and authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) ($440,000) of the original Agreement amount and do not significantly change the scope of services.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of Health or Assistant Director of Health to execute a two (2) year Mental Health Services Agreement (July 1, 2021 - June 30, 2023) with Door to Hope, Inc. for outpatient and residential mental health services to children and adolescents residing in Monterey County in the amount of $2,200,000 for Fiscal Year (FY) 2021-22, and $2,200,000 for FY 2022-23, for a total Agreement amount not to exceed $4,400,000; and
b. Approve and authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) ($440,000) of the original Agreement amount and do not significantly change the scope of services.
SUMMARY/DISCUSSION:
Door to Hope provides mental health rehabilitation services through the following programs: Integrated Co-Occurring Treatment serving youth and young adults ages 12 through 25; Monterey County Screening Team for Assessment, Referral and Treatment for children ages 0 through 11; and Santa Lucia, a Short Term Residential Therapeutic Program serving female adolescents ages 13 through 17. The goal of each program is to improve the child/adolescent’s mental health, functioning and well-being, and improve their family/caregiver’s parenting skills and ability to meet the developmental needs of their children. The Health Department, Behavioral Health Bureau is requesting approval of this Agreement to continue to support these services for an additional two-year term; this coincides with the County’s approved Mental Health Services Act FY21-23 Three-Year Program & Expenditure Plan, which specifically includes funding for these services.
This Agreement contains the County’s standard 30-day “no cause” provision (Section IV.B.) and a defunding provision (Section IV.D.), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.
This work supports the Monterey County Health Department 2018-2022 Strategic Plan Initiative: 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one or more of the ten essential public health services, specifically:
7. Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.
OTHER AGENCY INVOLVEMENT:
Office of the County Counsel-Risk Management and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.
FINANCING:
This Agreement is funded by Mental Health Services Act Funds (25%), Federal Financial Participation (45%), and Mental Health Realignment (31%). The funds for this Agreement ($2,200,000) are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year 2021-22 Recommended Budget. The funds for this Agreement for FY 2022-23 ($2,200,000) will be included in the Health Department’s Behavioral Health (HEA012, Unit 8410) FY 2022-23 Requested Budget.
