Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of the Department of Social Services to sign Amendment #1 to the agreement with Monterey Bay Central Labor Council to provide Medi-Cal enrollment assistance to county jail inmates extending the term through December 31, 2021 and adding $79,526 for a new contract total of $153,750; and

b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% ($15,375) of the contract amount and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

This agreement with Monterey Bay Central Labor Council provides Medi-Cal outreach, enrollment, renewal, and utilization as part of the State Medi-Cal Navigator’s program. The target populations for this agreement are persons in county jail, in state prison, on state parole, on county probation or under post-release community supervision.

 

This amendment to add funds and extend the term will allow for continued outreach and enrollment activities. The efforts at the county jail allows for inmates to have potential coverage while incarcerated, as well as coverage upon release. The Department of Social Services (DSS) has a separate Memorandum of Understanding with the Health Department whose staff will support the efficacy and coordination of the program. The continued collaboration between the Department of Social Services, the Health Department and MBCLC is important in that it has a two-fold positive impact on the County. The Health Department and MBCLC are able to ensure that inmates, upon release, are more likely to secure Medi-Cal benefits for potential future use and any facility they may utilize for health-related needs receives payment for those services.

 

Due to late submission of this Board Report, the CAO Budget and Analysis Division was not provided adequate time to fully review for potential fiscal, organizational, policy, or other implications to the County of Monterey.

 

OTHER AGENCY INVOLVEMENT:

DSS continues to collaborate with the Monterey County Health Department on the operation of this program. The Auditor Controller and Purchasing have reviewed and approved this Agreement. County Counsel has approved the Agreement as to form.

 

 

FINANCING:

This agreement is funded with Federal Medi-Cal funds. There are sufficient appropriations and estimated revenues in SOC005 in the FY 2021-22 Recommended Budget.

 

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This agreement correlates to the Health & Human Services Strategic Initiatives adopted by the Board of Supervisors, contributing to the health of the community by providing a source of health coverage for individuals in county jail, state prison, on state parole, on county probation or under post-release community supervision.
