RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.  Approve and authorize the Director of Health or the Assistant Director of Health to sign an Agreement with the California Department of Public Health, to provide Monterey County Health Department access to data through the California COVID-19 Outreach and Rapid Deployment (CORD) platform for a 10-year term beginning upon execution by both Parties; and

b.  Approve and authorize the Director of Health or the Assistant Director of Health to sign up to three (3) future amendments to this Agreement where the amendments do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

California has developed a wide-range of tools to track COVID-19 prevention and mitigation efforts in the state. One of those tools is the CORD database which incorporates COVID-19 vaccine uptake data by census tract and makes this data available via agreement to partners, including local health departments. Data include the census tract, the city, the percentage of people who have been vaccinated, the percentage reached by partner’s outreach, the Healthy Places Index score and quartile. In addition, partners can use the Census 2020 database to determine specific demographic characteristics of the census tracts with lower vaccine uptake and use this information to develop more specific outreach messages and approaches to use for engagement with residents. Access to the CORD database will enable Monterey County Health Department work more strategically to improve vaccination uptake rates in particular census tracts in the county.

 

This work supports the Monterey County Health Department 2018-2022 Strategic Plan Initiatives:  4. Engage MCHD workforce and improve operational functions to meet current and developing population health needs. It also supports the following of the ten essential public health services, specifically:  1. Monitor health status to identify and solve community health problems, 2. Diagnose and investigate health problems and health hazards in the community, 9. Evaluate effectiveness, accessibility, and quality of personal and population-based health services, and 10. Research for new insights and innovative solutions to health problems.    

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel and the Auditor-Controller have reviewed and approved this Agreement as to legal form, and fiscal provisions, respectively.

 

FINANCING:

This Agreement will have no impact on the Budget.
