RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.  Approve Professional Services Agreements with the following five (5) consultants: Dokken Engineering, Inc.; Moffatt & Nichol, a California Corporation; Quincy Engineering, Inc.; TRC Engineers, Inc.; and Wood Rodgers, Inc. to provide on-call bridge design services for various bridge projects located in Monterey County, California under Request for Qualifications #10783, in an amount not to exceed $750,000 each for a combined total of $3,750,000, for a period of three (3) years beginning July 13, 2021 to July 12, 2024, with the option to extend each Agreement for two (2) additional one (1) year period(s); and

SUMMARY:

The Department of Public Works, Facilities, & Parks (PWFP) has established several on-call Professional Services Agreements (PSAs) for specialized services when County staff requires special expertise or when the volume of work exceeds staff’s capacity to manage in a timely manner.  On-call PSAs are utilized across PWFP and by other County Departments for specialized expertise in operations, management and specific facility and capital projects. 

 

DISCUSSION:

PWFP has identified a need for bridge design services for a variety of County bridge projects.  These projects comprise of a wide range of scopes from new bridges to minor and major alterations to existing bridges.

 

The purpose of the on-call bridge design services is to off-set and augment the need for services when the volume of work exceeds the PWFP’s capacity, and to provide specialized expertise PWFP does not have.  With the readily available on-call PSAs, consultant services are procured in a timely manner and with the least amount of administrative effort.

 

Approval of the recommended action would allow for the issuance of five (5) multi-year agreement (MYA) PSAs, each for a period of three (3) years beginning July 13, 2021 to July 12, 2024, with the option to extend each PSA for two (2) additional one (1) year period(s), in the amount not to exceed $750,000 for each PSA, for a combined total of $3,750,000.  Each consultant’s scope of services includes, in general, the full range of professional engineering services, including all disciplines typically required for bridge projects in the public sector.  The services provided shall include project management, project schedule, project initiation, preliminary design, geotechnical investigation, environmental studies and reports, environmental permitting, utility relocation, right-of-way, analysis, design, construction documents, construction support, and as-built plans.

 

PWFP solicited for Statements of Qualifications (SOQs) from qualified consultants through Request for Qualifications (RFQ) #10783 for on-call bridge design services.  Seven (7) firms’ SOQs were received.  Of the seven (7) firms, five (5) firms, Dokken Engineering, Inc.; Moffatt & Nichol, a California Corporation; Quincy Engineering, Inc.; TRC Engineers, Inc.; and Wood Rodgers, Inc., were determined to be the most qualified and were tentatively awarded for their expertise and capabilities to provide on-call bridge design services for projects through a competitive selection process in accordance with County policies and State and Federal laws under RFQ #10783.  

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel and the Auditor-Controller’s Office have reviewed and approved each PSA as to form, and fiscal provisions, respectively.

 

FINANCING:

Services provided by each consultant will be reimbursed from the respective funding source for each project.  Costs associated with services provided by these on-call consultants and funding will be contained within the approved budget allocations of the individual departments authorizing use of these on-call PSAs.  For PWFP, funding is either within the approved budget allocations for a specific operating unit or contained within the Board of Supervisors approved project budget within Fund 002 Road Fund.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The recommended action supports the Board of Supervisors’ Strategic Initiatives by allowing for the planning and development of sustainable, physical infrastructure that improves the quality of life for County residents and supports economic development results, and further provides for adequate County facilities and infrastructure.
