RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Director of Health, the Assistant Director of Health, or the Emergency Medical Services (EMS) Agency Director to execute a Designation Agreement for Trauma Center Services between the Monterey County Emergency Medical Services (EMS) Agency and Natividad for a period from July 1, 2021 to June 30, 2026.

 

SUMMARY/DISCUSSION:

The Health Department seeks authorization to execute a Designation Agreement for Trauma Center Services between the Monterey County Emergency Medical Services (EMS) Agency and Natividad for a period from July 1, 2021 to June 30, 2026.

 

The Health Department’s Emergency Medical Services (EMS) Bureau is designated by the Monterey County Board of Supervisors as the local Emergency Medical Services Agency (LEMSA), pursuant to California Health and Safety Code, Section 1797.200. The EMS Agency is responsible for planning, implementing, and evaluating the local EMS system throughout Monterey County. Natividad has been designated as an adult Level II Trauma Center. Natividad Medical Center’s obligations are defined by the provisions of California Code of Regulations, Title 22, Division 9, Chapter 7, §100236 - 100266 applicable to trauma centers, as well as EMS Agency Policies and Procedures, the Trauma Plan, and the EMS Plan.

 

While normally individual departments within the County would not sign an agreement between them, the Designation Agreement for Trauma Services between the Local EMS Agency and the Trauma Center establishes the responsibilities of the EMS Agency and the Trauma Center pursuant to the requirements of California Health and Safety Code Division 2.5, Chapter 6, Article 2.5, Regional Trauma Systems, and the California Code of Regulations (CCR), Title 22, Division 9, Chapter 7, Trauma Care Systems. In addition, The Agreement is also required by American College of Surgeons (ACS) Committee on Trauma (COT), which is the trauma organization that verified the trauma center’s capabilities, as a demonstration of the commitment of the institutional governing body and Natividad.

 

This work supports the Monterey County Health Department 2018-2022 Strategic Plan Initiatives:  2. Enhance public health and safety through prevention; and 4. Engage MCHD workforce and improve operational functions to meet current and developing population health needs.  It also supports one of the ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provision of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel has reviewed proposed the Designation Agreement for Trauma Center Services between Natividad and the EMS Agency as to form. 

 

FINANCING:

There are no General Fund Impacts resulting from this Board action.
