RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Adopt a Resolution for participation in the Youth Programs and Facilities Grant (YPFG) program;

b.                     Authorize the Chief Probation Officer to accept a grant award for $152,571 from the Board of State and Community Corrections in support of juvenile institutions for the period June 10, 2021, through June 1, 2024; and

c.                     Authorize the Chief Probation Officer to sign any agreement, amendments or extensions, and documentation required by the Grantor after review and approval by the Office of County Counsel. 

 

SUMMARY:

The Probation Department has been awarded State funds in the amount of $152,571 from the Youth Programs and Facilities Grant (YPFG) program in support of juvenile institutions for the period June 10, 2021, through June 1, 2024.

 

DISCUSSION:

Senate Bill 823 realigns the Department of Juvenile Justice (DJJ) population from the State of California to Counties, beginning July 1, 2021. The bill establishes the jurisdiction of the Juvenile Court up to the age of 25 for certain offenses and transfers to counties the responsibility for housing, programming, and treatment of youth at higher offense and needs levels who can no longer be committed to DJJ.

 

Beginning in Fiscal Year 2021-22, and annually thereafter, the State of California will make allocations to counties to provide appropriate care, rehabilitation, and supervision of the realigned population.

 

As part of SB 823, $9.6 million was set aside for the Board of State and Community Corrections to “award one-time grants to counties for the purpose of providing resources for infrastructure-related needs and improvements to assist counties in the development of a local continuum of care.” (Welfare & Institutions Code, § 2250 (a).)

 

Of the $9.12 million available (after BSCC administrative cost), funding is being allocated for two project types: Regional Hubs (Part A) and All County Distribution - All Counties (Part B). Monterey County has applied to Part B, as it will not serve as a regional hub for other counties.

 

Originally, Monterey, as a medium size county, was eligible for up to a total of 82,400 for the 3-year grant period. As only 37 of the counties applied for funds, the State redistributed the remaining balance among them; consequently, Monterey will now receive the higher amount of $152,571 for the grant period. 

 

Due to the funding being limited and non-renewable, Monterey County’s allocation of $152,571 will be utilized for one-time expenses for juvenile institutions, such as licensing for a risk and need assessment tool, furniture, and for staff training. 

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel-Risk Management has reviewed the report as to legal form.

 

FINANCING:

Funding in the amount of $152,571 has been allocated to Monterey County for the period June 10, 2021, through June 1, 2024.

 

Projected program expenditures in the amount of $62,640 will be made within the existing appropriation limits during FY 21-22, while the funding balance will be incorporated in the subsequent fiscal years. There is no additional cost to the County General Fund with the recommended action.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This recommendation supports key objectives of: 1) Administration with efficient and effective fiscal management of the State realigned funds, and 2) Health and Human Services by providing pro-social and rehabilitative and reentry services to juvenile offenders, and 3) Public Safety for the safe and secure custody of residents in juvenile institutions.

 

Economic Development: Through collaboration, strengthen economic development to ensure a diversified and healthy economy.

Administration: Promote an organization that practices efficient and effective resource management and is recognized for responsiveness, strong customer orientation, accountability and transparency.

Health & Human Services: Improve health and quality of life through County supported policies, programs, and services; promoting access to equitable opportunities for healthy choices and healthy environments in collaboration with communities.

Infrastructure: Plan and develop a sustainable, physical infrastructure that improves the quality of life for County residents and supports economic development results.

Public Safety: Create a safe environment for people to achieve their potential, leading businesses and communities to thrive and grow by reducing violent crimes as well as crimes in general.
