RECOMMENDATION:

It is recommended that the Board of Supervisors:

1.                     Receive an After-Action Report (AAR) regarding the County Emergency

Operation Center Covid-19 pandemic activation prepared by Tetra Tech

2.                     Provide direction to staff

 

SUMMARY:

The County is required by Cal OES and FEMA to perform an AAR of every EOC activation. The Covid-19 pandemic activation was unlike any EOC activation the County has been involved in. Due to the complexity and the need for an independent and accurate review of the activation and suggested improvements required, an independent company with extensive Emergency Management experience was tasked from a qualifies RFP process. This report is a summary of their findings.

 

DISCUSSION:

Tetra Tech was the company selected through the RFP process due to their extensive Emergency Management experience, experience performing AARs for other Northern California Counties, and their ability to be totally impartial and independent with only limited input from the County Administrative Office (CAO) or Office of Emergency Services (OES) staff.

 

OTHER AGENCY INVOLVEMENT:

OES coordinates with the CAO Budget Office and County Counsel. Department of Social Services, Department of Health, and Sheriff/Coroner were some of the many EOC participants that were interviewed and had input into this AAR.

FINANCING:

Funding for this AAR was provided by a Covid-19 grant administered through the OES budget. This project did not require any General Fund impact.
