Title: a. Report

RECOMMENDATION/SUMMARY:

 

It is recommended that the Board of Supervisors:

 

a. Approve and authorize the Library Director to execute a three-year Memorandum of Understanding (“MOU”) for the term of June 1, 2021 to May 31, 2024 with the Friends of the Marina Library (“FOML”) to partner with Monterey County on behalf of the Monterey County Free Libraries (MCFL), and

 

b. Authorize the Monterey County Free Libraries (MCFL) to establish the MOU to provide guidance on the use of physical space inside and immediately around the Marina Branch Library for use by the Friends of the Marina Library (FOML) to provide and in support of public programming, book sales, and book sale activities, and meetings, and

c. Authorize the Library Director or Designee to execute up to three future amendments to the MOU that do not significantly alter the scope of work.

 

SUMMARY/DISCUSSION:

 

The Friends of the Marina Library and MCFL have had a long and productive partnership, resulting in many facets of community benefit.

 

MCFL has provided physical space inside and outside the Marina Branch Library (190 Seaside Circle, Marina CA) to the Friends of the Marina Library for activities including public programs held inside the facility, public programs held outside the facility on the adjacent patios, book sales in the lobby area, book sales in the meeting room, book sales on front and rear patios, meetings of the Board, Committees, and working groups of the Friends of the Marina Library.

 

The Friends of the Marina Library have provided support for these activities through scheduling use of the building and coordinating events with MCFL staff, sharing information about needs, goals, and plans for Friends of the Marina Library activities, complying with facility safety and access policies, protocols and procedures; and engaging in ongoing communication with MCFL.

 

The purpose of the Memorandum of Understanding  (MOU) is to clearly identify the roles and responsibilities of each party as they relate to the use of library space to conduct the activities involving FOML.

 

OTHER AGENCY INVOLVEMENT:

 

County Counsel, Auditor-Controller, and Risk Management have reviewed and approved this

MOU as to legal form, fiscal provisions, and insurance requirements, respectively. A copy of

the MOU will be placed on file with Clerk of the Board.

 

FINANCING:

 

This MOU does not contain any fiscal terms between MCFL and VWS and will not have any financial impact on MCFL. There will be no impact to the General Fund as a result of this action.
