RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of Health or Assistant Director of Health to execute a one (1) year and ten (10) month Mental Health Services Agreement (September 1, 2021 - June 30, 2023) with Partners for Peace to provide culturally relevant parenting classes for Monterey County families in the amount of $120,000 for Fiscal Year (FY) 2021-22, and $120,000 for FY 2022-23, for a total Agreement amount not to exceed $240,000; and

b. Approve and authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) ($24,000) of the original Agreement amount and do not significantly change the scope of services.

 

SUMMARY:

Partners for Peace (P4P) is one of several local community-based agencies who submitted a response to the Health Department’s Request for Proposal (RFP) #10787 for Prevention & Early Intervention (PEI) Services funded by the Mental Health Services Act. This proposed Agreement will provide PEI funds for the expansion of culturally relevant parenting classes to serve families throughout Monterey County beginning September 1, 2021.

 

DISCUSSION:

years. P4P provides a continuum of prevention to intervention services for parents, families, and youth. Using an evidence-based/informed family skills training program and parenting training for high-risk (adjudicated, court referred, expelled) youth and their parents, P4P seeks to improve social competencies, parenting skills and the parent-child relationship.

During Fiscal Year 2020-21, the County released RFP #10787 in the effort to identify local agencies to provide family support services, especially to residents in underserved areas of Monterey County. P4P’s proposal consists of the expansion of three (3) culturally relevant parenting classes that encourage parents/caregivers and youth to consistently pick up 21st century tools for 21st century youth behaviors.  The goals for the program participants are: 1. increase access to and involvement in psychosocial and emotional development programs that enable children/youth and parents/caregivers to interact with others in healthy and wholesome ways; and 2. promote meaningful parental and community involvement by enhancing awareness and understanding of importance of socio-emotional development. This proposed Agreement provides funds to serve an estimated 1,400 parents/caregivers and children ages 5-17 by the end of FY 2022-23.  

 

This work supports the following Monterey County Health Department 2018-2022 Strategic Plan Initiative: 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.

 

FINANCING:

This Agreement is funded by Mental Health Services Act Prevention and Early Intervention funds.  The funds for this Agreement ($120,000) are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year 2021-22 Adopted Budget.  The funds for this Agreement for FY 2022-23 ($120,000) will be included in the Health Department’s Behavioral Health (HEA012, Unit 8410) FY 2022-23 Requested Budget.
