RECOMMENDATION

It is recommended that the Board of Supervisors approve the submission of five (5) entries to the 2021 California State Association of Counties (CSAC) Challenge Awards competition: 1) Esperanza Care of Monterey County; 2) Monterey County Public Health Laboratory’s Innovative Response to Ramp Up COVID-19 Testing and Sequencing; 3) Virus Integrated Distribution of Aid (VIDA) Project, a Coordinated COVID-19 Response Strategy Providing Wraparound Support; 4) Temporary Solution for the Pandemic Becomes a Full Functioning 9-1-1 Backup Center; and 5) Car Week - GIS Collaboration Promotes Safety, Helps Thousands Navigate Major Events.

 

SUMMARY & DISCUSSION

Each year the California State Association of Counties (CSAC) invites counties to submit nominations for the CSAC Challenge Awards. These unique awards recognize the innovative and creative spirit of California county governments for finding new and effective ways of providing projects, programs and services to their citizens. 

 

The following is an overview of the Monterey County entries recommended for submission to the 2021 competition.

 

Esperanza Care of Monterey County: The Esperanza Care Program provides equitable access to health care services for Monterey County residents who do not qualify for full-scope Medi-Cal or have insurance. - Exhibit A

 

Monterey County Public Health Laboratory’s (MCPHL) Innovative Response to Ramp Up COVID-19 Testing and Sequencing: The MCPHL used innovative approaches to ramp up COVID-19 testing, implement a new SARS-CoV-2 sequencing platform and assist other labs with expanding testing and sequencing capacity. - Exhibit B

 

Virus Integrated Distribution of Aid (VIDA) Project, a Coordinated COVID-19 Response Strategy Providing Wraparound Support: The Virus Integrated Distribution of Aid (VIDA) Project consists of ten community-based organizations and 120 Community Health Workers (CHWs) providing COVID-19 response supportive services to the most disparately impacted communities in Monterey County.  - Exhibit C

 

Temporary Solution for the Pandemic Becomes a Full Functioning 9-1-1 Backup Center: Creating an alternate site for 9-1-1 and Radio for continuity of operations during the COVID-19 pandemic and solving the long term need for a backup location. - Exhibit D

 

Car Week - GIS Collaboration Promotes Safety, Helps Thousands Navigate Major Events: The Monterey County Car Week Special Events map came to fruition as a result of a community need and to ensure life, health, and safety regulatory permit protocols were met and communicated to the public. - Exhibit E

 

OTHER AGENCY INVOLVEMENT

The County Administrative Office-Intergovernmental and Legislative Affairs Division prepared this report with materials submitted by the County Administrative Office, Health Department, Natividad Medical Center, Emergency Communications (9-1-1), and Housing and Community Development.

 

FINANCING

Each submission to the CSAC Challenge Awards competition requires a $75 entry fee.  Five (5) entries from Monterey County will be submitted for a total cost of $375 to be funded through the County Administrative Office-Department 1050, Intergovernmental & Legislative Affairs Unit 8054.   Funds are available in the current year budget.  Approval will have no additional impact on the General Fund.
