b.  Approve appointment of replacement for District 3 Commissioner due to a vacancy.

RECOMMENDATION:

It is recommended that the Board of Supervisors:

 

a.                     Approve District appointments of Alternates to the 2021 Advisory Redistricting Commission for a term ending December 31, 2021; and,   

b.                     Approve appointment of replacement for District 3 Commissioner due to a vacancy for a term ending December 31, 2021.

 

SUMMARY/DISCUSSION:

The 2021 Advisory Redistricting Commission serves the purpose of community outreach, engagement and education related to redistricting requirements and to recommend potential supervisorial redistricting changes to the Board of Supervisors to meet the requirements as mandated by the U.S. and California Constitutions, the Voting Rights Act and Elections Code Sections 21500 et seq.  The Board must adopt an ordinance amending supervisorial districts no later than December 15, 2021.

 

On May 13, 2021, the Board approved the formation of the 2021 Advisory Redistricting Commission (Commission). On July 27, 2021, the Board appointed three (3) representatives for their respective districts for a total of a 15-member Commission.

 

The Commission has approved a schedule of regular meetings and will be meeting on the first and third Thursday of each month. The regular schedule of meetings is in addition to community listening sessions and public hearings. Staff recommends the appointment of an Alternate representative for each District to ensure quorum is met at all Commission meetings or public hearings. Supervisors may select alternate appointees from the same pool of applicants received and reviewed during the Commission application solicitation process, which concluded on July 19, 2021. Supervisors may also opt to remain without an alternate appointment. Alternate appointees would have the ability to engage in all meetings, including those meeting quorums with appointed Commissioners and will only vote on action items during meetings where they attend in place of an absent appointed Commissioner.

 

The names of the nominated alternates for the Commission from each district are listed below:

 

 

District 1: Vanessa Robinson

District 2: Sr. Rosa Dolores Rodriguez

District 3: N/A

District 4: Teri Short

District 5: Keely Richter

 

Appointment for District 3:

Due to a resignation, as of August 25, 2021 there is a vacancy for District 3. The pool of applicants representing District 3 has been exhausted and there are no alternate options for an appointment to fill the vacancy. A constituent of District 3, Simon Salinas has been nominated for appointment by County Supervisor Chris Lopez.

We request the Board approve the nominees for alternate positions as well as the nominee for District 3 Commissioner.

 

OTHER AGENCY INVOLVEMENT:

This report is prepared by the CAO-Office of Community Engagement & Strategic Advocacy and has been reviewed by County Counsel. The following departments are engaged in support of the 2021 Redistricting process in their respective capacities: Information Technology Department, Contracts and Purchasing, Elections.

Approval of this recommendation will not result in any financial impact.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

Approval of this recommendation supports efforts the decennial redistricting process for the Monterey County supervisorial boundary lines.
