RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of Health or Assistant Director of Health to execute a Mental Health Services Agreement (MHSA) with Center for Community Advocacy retroactive to July 1, 2021 for the provision of culturally specific mental health prevention and early intervention services for unserved adults, children, and families in the amount of $141,989 for FY 2021-2022 and $141,989 for FY 2022-2023 for a total Agreement amount of $283,978 for the term of July 1, 2021 through June 30, 2023; and

b. Approve and Authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed (10%) ($23,398) of the original Agreement amount and do not significantly alter the scope of services.

 

SUMMARY/DISCUSSION:

The Monterey County Health Department, Behavioral Health Bureau conducted a Request for Proposal (RFP) #10787 for Mental Health Services Act, Prevention and Early Intervention (PEI) Services which are aimed at preventing mental illnesses from becoming severe and disabling. PEI services focus on preventing the onset of mental health issues and/or providing early intervention treatment and referral services. The Center for Community Advocacy (CCA) is one of several community agencies that were awarded funding for PEI services through this RFP. 

CCA provides recruitment and training of Promotores who are bicultural paraprofessionals. Promotores facilitate access to mental health services, increase mental health awareness, and provide advocacy for the unserved and underserved Latino population of Monterey County. Individuals identified needing higher levels of care are referred to Monterey County Behavioral Health Bureau for services.  Additionally, Center for Community Advocacy will provide education, outreach and referrals to unserved and underserved Latino populations in Monterey County through a series of radio programs and subsequent group meetings in the community.

This Agreement contains the County’s standard 30-day “no cause” provision (Section IV, B) and an additional defunding provision (Section IV, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This work supports the following Monterey County Health Department 2018-2022 Strategic Plan Initiative: 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

The office of the County Counsel and Auditor-Controller have reviewed and approved as to legal form and fiscal provisions respectively.

 

FINANCING:

This Agreement is funded by Mental Health Services Act, Prevention and Early Intervention funding (100%). The funds for this Agreement are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year 2021-22 Adopted Budget. The funds for FY 2022-23 will be included in the respective Health Department’s Behavioral Health (HEA012, Unit 8410) FY 2022-2023 Requested Budget.
