a. Approve and authorize the Director of the Department of Social Services to sign Amendment # 1 to the agreement with Community Human Services (CHS) to incorporate new curriculum for Parent Education services for Family and Children’s Services clients and adding $211,922 for a total contract amount of $247,922; and
b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% ($24,792) of the contract amount, and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social Services to sign Amendment # 1 to the agreement with Community Human Services (CHS) for Parent Education services for Family and Children’s Services clients and adding $211,922 for a total contract amount of $247,922; and
b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% ($24,792) of the contract amount, and do not significantly change the scope of work.
SUMMARY/DISCUSSION:
The Parent Education Program supports and educates parents of at-risk children and families in crisis, with a goal of providing parents with new skills and tools to enable them to parent with love, commitment, and safety. CHS’ Parent Education Program uses evidence based best practice curricula. This amendment adds the new Connect curriculum to the existing Parenting Education series of classes.
The Connect curriculum is a specialized, highly successful evidence based international program model which focuses on prevention and uses a trauma focused approach. It will be a supported resource for families referred for abuse/neglect allegations who were previously referred to existing community programs with long waiting lists. Trainers receive intensive training and more than a year of coaching. The Connect curriculum will be a valuable addition to services offered.
OTHER AGENCY INVOLVEMENT:
The Auditor-Controller and Purchasing have reviewed and approved this agreement. County Counsel has approved the agreement as to form.
FINANCING:
This agreement is funded with Child Welfare Promoting Safe and Stable Families funds. Funding for year 1 is $104,682. Sufficient appropriations and estimated revenues for SOC005 are included in the FY2021-22 Adopted Budget. Funding for Year 2 is $107,240 and will be included in the FY2022-23 Requested Budget.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This agreement correlates to the Health and Human Services Strategic Initiative adopted by the Board of Supervisors by allowing the Department to provide education and support to parents of
at-risk children and families in crisis.
