Adopt a resolution to:
a. Amend the Housing and Community Development Department (HCD) Budget Unit Administration, 406-3100-8572-HCD010 to increase appropriations of $3,403,777 and estimated revenues in the amount of $3,403,777; and
b. Authorize and direct the Auditor-Controller and County Administrative Office to incorporate the changes in the FY 2021-22 Housing and Community Development Department Adopted Budget, 406-3100-8572-HCD010 (4/5th vote required).

RECOMMENDATION:
It is recommended that the Board of Supervisors adopt a resolution to:
a. Amend the Housing and Community Development Department (HCD) Budget Unit Administration, 406-3100-8572-HCD010 to increase appropriations of $3,403,777 and estimated revenues in the amount of $3,403,777; and
b. Authorize and direct the Auditor-Controller and County Administrative Office to incorporate the changes in the FY 2021-22 Housing and Community Development Department Adopted Budget, 406-3100-8572-HCD010.
SUMMARY/DISCUSSION:
In July 2020, the Board of Supervisors received a report by Citygate Associates that provided 76 recommendations. In accordance with recommendations, the Board directed splitting the Resource Management Agency (RMA) into two departments. Through this process it was determined that the Successor Agency to the Redevelopment Agency of the County of Monterey (Successor Agency) would be assigned to the Housing and Community Development Department (HCD).
The former RMA requested new Department and Unit Appropriation Codes, but the Appropriation Unit for the Successor Agency was not provided. It has become necessary for this Fund to have an Appropriation Unit. Once approved HCD will work with the Auditor Controller to establish the Appropriation Unit within the Advantage Financial System in order for HCD to transact appropriate business.
OTHER AGENCY INVOLVEMENT:
The Budget Office and County Counsel have reviewed and approved the report and supports the recommendations.
FINANCING:
The amount of $3,403,777 agrees with the FY2021-22 Recognized Obligation Repayment Schedule submitted to and approved by the State of California Department of Finance for the current Fiscal Year (FY2021-22). The source of Revenue is the Tax Increment distributed semi-annually by the Auditor Controllers Office.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
The request supports the Board of Supervisors’ Administration Initiatives by facilitating the clear and efficient use of staff time and allocation of staff salary budget.
