Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.  Approve and authorize the Director of Health or the Assistant Director of Health to sign an Agreement with the City of Marina (City) in the amount of approximately $18,600 for services to be performed by the Monterey County Health Department’s Animal Services unit to provide shelter, care and other required services for the term retroactive from July 1, 2021 through December 31, 2021; and

b.  Approve and authorize the Director of Health or the Assistant Director of Health to sign up to three (3) future amendments to this Agreement where the amendments do not significantly change the scope of work and do not exceed 10% ($1,860) of the original Agreement amount.

 

SUMMARY/DISCUSSION:

The Monterey County Health Department’s Animal Services Program (County) is responsible for providing animal control services in the unincorporated areas of Monterey County.  It also operates an Animal Services Center located at 160 Hitchcock Road, Salinas, California that offers an array of services, including but not limited to shelter, veterinary, quarantine, and licensing services.

 

The City of Marina desires to contract with the County for the provision of services at the Animal Services Center.  The services to be provided to the City of Marina by the County include investigating reports of bite incidents and/or biting animals within the jurisdiction of the City, coordinating the efforts to de-brain and otherwise test biting animals for rabies, sheltering stray and surrendered domestic animals, and providing quarantine holds for animals to rule out suspected rabies.  Previously, the City of Marina has contracted with the City of Salinas for these services.  Due to COVID-19 and the consolidation efforts between the City of Salinas and Monterey County, all animals are currently housed in one facility.  It is in the best interest of all involved to have the City of Marina contract directly with the County.  The County will honor the terms and fees previously paid to the City of Salinas for this six (6) month Agreement, during negotiations for future services.

 

This work supports the Monterey County Health Department 2018-2022 Strategic Plan Initiatives:  1. To empower the community to improve health and 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health Services. It also supports the following of the ten essential public health services, specifically:  1. Monitor health status to identify and solve community health problems; and 4. Mobilize community partnerships and action to identify and solve health problems; and 6. Enforce laws and regulations that protect health and safety.  

 

OTHER AGENCY INVOLVEMENT:

The office of the County Counsel and the Auditor-Controller have reviewed and approved this Agreement as to legal form, and fiscal provisions, respectively.

 

FINANCING:

Appropriations for this Agreement are included in the Health Department’s (HEA001-8442) Fiscal Year (FY) 2021-22, Adopted Budget.
