RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Director of Health or the Assistant Director of Health to execute a Snowflake Data Access Agreement between the County of Monterey and the California Department of Public Health for the COVID-19 data access for the term two (2) years, effective upon execution of the Agreement.

 

SUMMARY/DISCUSSION:

Snowflake is a cloud-based data repository that serves as a centralized access point for authorized users to download COVID-19 data. Local health jurisdictions (LHJs) currently have access to vaccine data through Snowflake. The California Department of Public Health (CDPH) is now offering additional COVID-19 data via the Snowflake portal. Monterey County Health Department is seeking to enter into a Data Use Agreement (DUA) with CDPH for no-cost access to these data. Access to Snowflake requires a DUA for CalREDIE access, which was previously executed with CDPH. LHJs will be required to renew this agreement every two years.

 

This work supports the Monterey County Health Department 2018-2022 Strategic Plan Initiatives:  1. To empower the community to improve health and 3. Enhance community health and safety through prevention. It also supports the following of the ten essential public health services, specifically:  1. Monitor health status to identify and solve community health problems. 2. Diagnose and investigate health problems and health hazards in the community.  3. Inform, educate, and empower people about health issues. 5. Develop policies and plans that support individual and community health efforts. 9. Evaluate effectiveness, accessibility, and quality of personal and population-based health services.

 

OTHER AGENCY INVOLVEMENT:

The office of the County Counsel and the Auditor-Controller have reviewed and approved this Agreement as to legal form, and fiscal provisions, respectively.

 

FINANCING:

There is no impact to the General Fund resulting from the approval of this action.
