RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Receive a presentation on the operations and outcomes of “Casa de Noche Buena”, a low-barrier emergency shelter for single women and families with children located in the city of Seaside.

 

SUMMARY/DISCUSSION:

The intent of this presentation is to provide an update on service goals and outcomes achieved since Casa de Noche Buena opened its doors in March of 2021.

 

Casa de Noche Buena (CDNB) provides shelter for single women and families with children experiencing homelessness. Shelter residents are allowed to stay up to 90 days, with justified extensions up to six months total. Community Human Services (CHS) received capital and operating funding from the Homeless Emergency Assistance Program (HEAP). The Board of Supervisors previously approved a request from CHS to utilize a county-owned facility to implement and administer the shelter, located at 1292 Olympia Ave in the city of Seaside. CHS has received financial support for the ongoing operations of the shelter from the County, the City of Seaside and other Peninsula cities, and philanthropic organizations. Total County General Fund contributions for FY 2021-22 are $100,000.

 

In coordination with Gathering for Women (GFW), CDNB residents receive wrap-around services such as enrollment in coordinated assessment, assistance with mainstream program applications, meals, housing services assistance, and comprehensive case-management for families. GFW provides case management for the women shelter residents at their Day Center in Monterey. CHS provides case management for the families at the shelter. Transportation to and from the GFW site is provided. 

 

OTHER AGENCY INVOLVEMENT:

The Department of Social Services provides oversight of the CDNB project partnership between Community Human Services and Gathering for Women.

 

FINANCING:

This is an informational item only. There is no impact to the County General Fund.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This Agreement correlates to the Health & Human Services and Administration Strategic Initiatives adopted by the Board of Supervisors by working towards the goals of the Lead Me Home/10 Year Plan by providing services to individuals and families experiencing homelessness.
