Title

e.  Authorize the Director of Public Works, Facilities and Parks to execute a Certificate of Completion and record a Notice of Completion with the County Recorder when the Director determines that the contract is complete in all respects in accordance with the Plans and Special Provisions for the construction of the Countywide Roadway Safety Signing and Striping Audit, Project No. 1145.

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Award a contract to Chrisp Company, the lowest responsible bidder for the Countywide Roadway Safety Signing and Striping Audit, Project No. 1145, in the total amount of $1,767,810; to stripe 39 miles of road, and replace, relocate, and install new traffic control device signs as identified in the project plans to meet current State standards;

b.                     Approve the Performance and Payment Bonds executed and provided by Chrisp Company;

c.                     Authorize a contingency, not to exceed ten percent (10%) of the contract amount or $176,781, to provide funding for approved contract change orders;

d.                     Authorize the Director of Public Works, Facilities and Parks to execute the contract and, subject to the terms of the Public Contract Code, approve change orders to the contract that do not exceed ten percent (10%) of the original contract amount and do not significantly change the scope of work; and

SUMMARY/DISCUSSION:

 

The County was awarded a Highway Safety Improvement Program (HSIP) grant in amount of

$3,222,200 by the California Department of Transportation (Caltrans) for the Countywide Roadway Safety Signing and Striping Audit, Project No. 1145. The construction phase of this project, in general, consists of striping 39 miles of county roads at various locations throughout the county and replacing existing signs, relocating existing signs, and installing new signs as identified in the project plans to meet current State standards (please refer to project location map in Attachment A.).

 

On August 2, 2021, the Board of Supervisors adopted the Plans and Special Provisions for the Countywide Roadway Safety Signing and Striping Audit, Project No. 1145.  The Project was subsequently advertised, and bids were received and opened on September 24, 2021. The Department of Public Works, Facilities and Parks received three bids, and the bidders and bid amounts are presented in Attachment B.  Staff finds that the lowest responsible, responsive bidder was Chrisp Company with a bid of $1,767,810.  Staff recommends awarding the construction contract to the low bidder, Chrisp Company.  As required by State law and County policy, Chrisp Company has provided performance and payment bonds and insurance certification (refer to Attachment C).  Construction is anticipated to begin in November 2021.

 

The Project has been determined to be categorically exempt (Class 1) from the California Environmental Quality Act (CEQA) because the project is to perform repair and maintenance of existing facilities (See CEQA Guidelines, California Code of Regulations (CCR) Section 15301(c) Existing Facilities).  Caltrans, as the designated lead for the National Environmental Policy Act (NEPA), approved the NEPA Categorical Exemption/Categorical Exclusion Determination on November 30, 2020, and the NEPA re-validation on April 7, 2021.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel and Contracts/Purchasing attended the bid opening and reviewed the low bid for conformance with applicable regulations. The Office of the County Counsel-Risk Manager, and Auditor-Controller’s Office have reviewed and approved the contract and bonds as to form, insurance and indemnification, and fiscal provisions, respectively.

 

FINANCING:

The total estimated Project cost, including engineering design, environmental documentation and construction is $3,052,582.  The Project budget is presented in Attachment D.  This Project is listed in the Fiscal Year (FY) 2021-22 Public Works Annual Work Program for the Road Fund.  The total Project cost is funded by a Federal Highway Administration HSIP grant in the amount of $2,785,162 and local funding in the amount of $267,420 from Measure X Road Funds.  There is sufficient appropriation in the adopted FY 2021-22 Road Fund 002 budget, Appropriation PFP004, to finance the construction phase of the Project.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This Project is to replace and upgrade, relocate, stripe, and add traffic control device signs on County roads to meet current State Standards; these proposed improvements will result in significant safety improvements for road users.  The recommended action supports the following Board of Supervisors’ Strategic Initiative:
