SUMMARY/DISCUSSION:

Quality childcare is crucial for the long-term social emotional health and academic performance of young children, and it is an essential infrastructure for a thriving economy. There is currently a shortage of childcare providers in Monterey County, which has been exacerbated during the COVID-19 pandemic. Monterey County Health Department is requesting an agreement with the Monterey County Office of Education to invest in the childcare workforce and attract students to the early childhood education pathway. Monterey County Office of Education's Education Services Early Learning Team will support administration of teacher retention and recruitment stipends, levering relationships developed through Quality Matters and the Child Care Planning Council, as well as the Bright Beginnings Early Childhood Development Initiative. Approval of this Agreement will enable Monterey County Office of Education to continue to support a system of care so that young children are ready for life and school, with their holistic needs for wellbeing are met.

This work supports the Monterey County Health Department 2018-2022 Strategic Plan Initiatives: 1. Empower the community to improve health; 2. Enhance public health and safety through prevention; and 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports the following of the ten essential public health services, specifically: 3. Inform, educate, and empower people about health issues; 7. Link people to needed personal health services and assure the provision of health care when otherwise unavailable; and 8. Assure competent public and personal health care workforce.
