RECOMMENDATION:

It is recommended that the Board of Supervisors adopt a resolution to:

a. Approve an increase appropriations of $300,000 for Social Services Community Programs 001-5010-SOC004-8258 FY 2021-22 Adopted Budget to resolve parking issues at the Marina Coastal Office, financed by a corresponding release of $300,000 from the Cannabis Tax Assignment, BSA 001-3132 (4/5ths vote required); and

b. Authorize and direct the Auditor-Controller to amend the FY 2021-22 Adopted Budget by increasing appropriations of $300,000 for Social Services Community Programs 001-5010-SOC004-8258 FY 2021-22 Adopted Budget to resolve parking issues at the Marina Coastal Office, financed by a corresponding release of $300,000 from the Cannabis Tax Assignment, BSA 001-3132 (4/5ths vote required).

 

SUMMARY/DISCUSSION:

This report is to request appropriations and funding to resolve the parking issues at 2620 First Avenue, Marina.  The unauthorized parking occupies the entire parking lot including spaces meant for handicap access, employees and for the public attempting to accessing services from county offices during the day and displacing the legal participants of the Safe Parking Program at night. The number of ‘unauthorized parkers’ is so large; the Safe Parking Program is no longer able to accommodate the authorized participants and have been forced out of the once secure location and are struggling to secure alternate places to sleep.

 

Monterey County Department of Social Services and the Coalition of Homeless Outreach Team has been providing outreach services on-site to assist those who have been parking at this location 24/7. The funding will cover costs such as fencing, septic draining, storage pods/bins, environmental clean-up, mobile mechanic services, security, extra services for on-site dumpsters, portable restrooms, temporary lodging, and other services as needed.

 

The Department is requesting an increase in appropriations of $300,000 using Cannabis Tax Assignment to fund this project in Marina. 

 

OTHER AGENCY INVOLVEMENT:

Public Works-Facilities, the Sheriff’s Office, County Counsel, and the County Administrator’s Office (CAO) have been consulted on the issue and concur with these actions

 

FINANCING:

The Department is requesting an increase in appropriations of $300,000 for the Community Programs Budget Unit 001-5010-SOC004-8258 in the FY 2021-22 Adopted Budget to resolve the Marina Coastal situation.  Staff discussed potential funding sources and the CAO recommended the use of the Cannabis Tax Assignment. 

 

The Cannabis Tax Assignment fund balance as of November 10, 2021 is $19.9 million. If the Board approves the release of $300,000. The adjusted projection is $19.6 million.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The requested action correlates with both the Health & Human Services and the Public Safety initiatives approved by the Board of Supervisors to provide a accessibility to public offices/parking lots safely and to continue to provide a safe and secure location for the authorized Safe Parking Program participants to park and sleep.
