RECOMMENDATION:
It is recommended that the Board of Supervisors:
Authorize the Director of the Department of Social Services to execute the Acknowledgement and Consent to the Assignment and Assumption Agreement between the National Council on Crime and Delinquency (Assignor) and Evident Change (Assignee) for Agreement #5010-78 retroactive to December 1, 2020.

SUMMARY/DISCUSSION:
The Department of Social Services (DSS) entered into a contract with the National Council on Crime and Delinquency for access to the SafeMeasures reporting service for the Child Welfare Case Management System for the period of May 1, 2020 to April 30, 2022. DSS was notified November 22, 2021 that NCCD had merged with another organization and had become a new entity, Evident Change. NCCD represents that Evident Change will assume all rights and obligations of NCCD. This action requires Board of Supervisors approval. Retroactive approval is being requested as DSS was not notified of the change until after it became effective.

OTHER AGENCY INVOLVEMENT:
The Auditor Controller and Purchasing have reviewed and approved this Agreement. County Counsel has approved the Agreement as to form.

FINANCING:
The current funding for this agreement is not affected by the Assignment and Assumption Agreement. There is no additional impact to the County General Fund with this recommended action.

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This Agreement correlates to the Administrative Initiative adopted by the Board of Supervisors by allowing the Department to continue services covered under the existing agreement.
