Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of the Department of Social Services to sign amendment #1 to the agreement with Orphan Productions for management and operation of the Safe Parking and Supportive Services Program to increase the on-site security up to the full 12 hours and adding $71,640 for a new contract total of $211,270; and

b. Approve and authorize the Director of the Department of Social Services to sign up to (3) amendments to the agreement where the total amendments do not exceed 10% ($21,127) of the total contract amount and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

The Monterey County Safe Parking program at 2616 First Avenue in Marina provides safe parking and case management supportive services. Program participants arrive at 7 p.m. and leave at 7 a.m. seven days a week. This program has seen a significant increase in unauthorized vehicles parking at the site. Occupants of these vehicles have not participated in or complied with safe parking program regulations. The County’s Outreach Team provided coordination with local organizations and support services to the unauthorized occupants of the vehicles. The unauthorized parkers ended up displacing the authorized occupants who were enrolled in the Safe Parking Program.

 

Previously, the contractor provided unscheduled security check-ins three times during the parking period. This amendment adds additional funding to increase the security to on-site, full-time during the Safe Parking Program hours of 7 p.m. to 7 a.m. to deter unauthorized vehicles and loitering. On December 13, 2021, the Safe Parking Program at 2616 First Avenue resumed services for those enrolled in the program. Unauthorized vehicles were required to vacate and directed to existing programs and resources and offered support in accessing local shelter beds if available. In addition, motel vouchers for short-term stays were provided when no shelter beds were available. Outreach workers attempted to connect individuals with VI-SPDAT entries into Coordinated Assessment and Referral System and the Homeless Management Information System. Referrals included resources related to medical, psychological, social, financial, and legal needs depending on individual need and willingness to engage.

 

The program is operated within a county facility parking lot that must remain accessible to the public for county business and services during the day. The County has arranged for full-time on-site security during business hours of 7 a.m. to 7 p.m. when 2616 First Avenue, Marina is open for county business.

 

OTHER AGENCY INVOLVEMENT:

The Department of Social Services (DSS) has partnered with DSS facilities, County Counsel, Public Works and Parks Department, and the Sheriff’s Department. The Auditor Controller and Purchasing have reviewed and approved this agreement. County Counsel has approved the agreement as to form.

 

FINANCING:

This Amendment #1 in the amount of $71,640 is funded by the Cannabis Tax Assignment, BSA 001-3132. Sufficient appropriations are included in the Community Programs 001-5010-SOC004-8258 FY 2021-22 Modified Budget. The use of Cannabis Tax Assignment was approved by the Board on December 7, 2021.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This program correlates to the Health & Human Services and Public Safety Strategic Initiatives adopted by the Board of Supervisors by working towards the goals of improving the health and quality of life outcomes for individuals and families experiencing homelessness and the safety of county employees in the Coastal Office building.
