RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Adopt Plans and Special Provisions for the Hartnell Road Bridge Replacement, Project No. 3854; and
b. Authorize the Public Works, Facilities & Parks Director to advertise the “Notice to Bidders” in the Monterey County Weekly; and
SUMMARY/DISCUSSION:
The County of Monterey (County) Public Works, Facilities & Parks (PWFP) proposes to replace the existing two-lane Hartnell Road Bridge (Bridge No. 44C0110) (Project) over Alisal Creek in Monterey County, California, with a wider bridge that meets current American Association of State Highway and Transportation Officials (AASHTO) requirements. The Project would also widen the roadway approaches for approximately 370 to 470 feet (ft) on the north and south ends of the bridge to conform to the replacement bridge width and profile. After construction, both the bridge and roadway approaches would contain two 12-ft lanes (one in each direction) and two 8-ft shoulders and would meet current AASHTO minimum speed standards.
In compliance with the California Environmental Quality Act (CEQA), the Monterey County Public Works, Facilities & Parks (PWFP) filed an Initial Study Mitigate Negative Declaration (IS/MND) on January 23, 2018. Also, Caltrans, as the designated lead agency for the National Environmental Policy Act (NEPA), determined that the Project is categorically excluded from having to prepare an Environmental Assessment (EA) or an Environmental Impact Statement (EIS). Caltrans approved the NEPA Categorical Exemption/Categorical Exclusion Determination on June 2, 2021.
The bid opening is set for April 14, 2022, at 3:30 p.m., in the Board of Supervisors’ Board Chambers, Monterey County Government Center, 168 West Alisal Street, 1st Floor, Salinas, California 93901. Project construction is scheduled to begin in June 2022.
Adopting the Plans and Special Provisions and authorizing the PWFP Director to advertise the Project will allow PWFP to proceed with the construction phase of the Project and solicit construction bids. PWFP will return to the Board after opening bids and determining the lowest responsible bidder to award the Project.
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel-Risk Management, and Auditor-Controller have reviewed and approved the Special Provisions as to form, insurance and indemnification provisions, and fiscal provisions, respectively.
FINANCING:
The total estimated Project cost including engineering design, environmental documentation and permitting, right-of-way, and construction is $4,701,586.
The Project is funded mostly through the Federal Highway Administration (FHWA) Highway Bridge Replacement Program in the amount of $4,029,367. The federal funds require an 11.43% local match that will be provided by State Toll Credits Fund ($471,087) and Measure X funds ($201,132). See Attachment B for further details on the Project budget. There are currently sufficient appropriations in the amount in the adopted FY 2021-22 Road Fund 002, Appropriation Unit PFP 004 budget to finance the construction phase of the Project.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
The Project would replace an existing structurally deficient and functionally obsolete bridge with one that meets current geometric and seismic standards. The recommended action supports the following Board of Supervisors’ Strategic Initiative:
