a. Approve a Professional Services Agreement with Quincy Engineering, Inc. to provide bridge design services for the Monte Road Bridge Preventative Maintenance Painting Project, Project No. 3857, under Request for Proposals #10771, in a total amount not to exceed $290,357, for an initial term of three (3) years effective March 1, 2022, to February 28, 2025, with the option to extend the Agreement for two (2) additional one (1) year period(s); and
b. Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute the Professional Services Agreement and future amendments to the Agreement where the amendments do not increase the approved Agreement amount.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve a Professional Services Agreement with Quincy Engineering, Inc. to provide bridge design services for the Monte Road Bridge Preventative Maintenance Painting Project, Project No. 3857, under Request for Proposals #10771, in a total amount not to exceed $290,357, for an initial term of three (3) years effective March 1, 2022, to February 28, 2025, with the option to extend the Agreement for two (2) additional one (1) year period(s); and
b. Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute the Professional Services Agreement and future amendments to the Agreement where the amendments do not increase the approved Agreement amount.
SUMMARY/DISCUSSION:
The Department of Public Works, Facilities, & Parks (PWFP) has identified a need for bridge design services for the Monte Road Bridge Preventative Maintenance Painting Project (Project). The Project scope comprises of repairing damaged steel components and repainting of the entire superstructure which spans the Salinas River.
On January 21, 2021, the County solicited proposals from qualified contractors through Request for Proposals (RFP) #10771 for bridge design services for the Project, in accordance with the specifications set forth in the RFP. On February 26, 2021, three (3) proposals were received. Following review and evaluation of the proposals, Quincy Engineering, Inc. (Quincy) was determined to be the most qualified and a Professional Services Agreement (PSA) was tentatively awarded for their expertise and capabilities necessary to provide the services for the Project through a competitive selection process in accordance with County policies and State and Federal laws under RFP #10771. Due to consultant staff changes and a rigorous audit by Caltrans’ Independent Office of Audits and Investigations, PWFP may now proceed with requesting Board of Supervisors’ approval of the PSA.
PWFP staff recommends that the Board of Supervisors approve a PSA with Quincy (Attachment A) to provide bridge design services for the Project in a total amount not to exceed $290,357 for an initial term of three (3) years effective March 1, 2022, to February 28, 2025, with the option to extend the PSA for two (2) additional one (1) year period(s).
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel and the Auditor-Controller’s Office have reviewed and approved the PSA as to form, and fiscal provisions, respectively.
FINANCING:
Quincy shall provide the services under the PSA in three (3) phases: Phase 1 - Preliminary Engineering (Tasks 1-4) to be completed by June 2022, Phase 2 - Final Design (Tasks 5-8), upon County authorization, to be completed by December 2022, and Phase 3 - Construction Support (Tasks 9-11), upon County authorization, to be completed by June 2023, for a combined total amount not to exceed $290,357 (Phase 1 - $161,788, Phase 2 - $103,328 and Phase 3 - $25,241 ($13,994 plus $11,247 for salary increases and other direct costs)) for the PSA.
The costs associated with the PSA are anticipated to be incurred over four (4) fiscal years (FY):
2021-22, 2022-23, 2023-24, and 2024-25. The total estimated Project cost, including design engineering, environmental, right-of-way, utilities, and construction is $2,148,216. Of the $2,148,216 amount, $1,901,816 (88.53%) will be funded by the Federal Highway Administration (FHWA) - Bridge Preventative Maintenance Program (BPMP) and the remaining $246,400 (11.47%) will be funded by Measure X. There are sufficient appropriations adopted in the FY 2021-22 Road Fund 002, Unit 8558, Appropriation Unit PFP004 to finance Phase 1 of this PSA. Future phases will be brought forward after additional Highway Bridge Program (HBP) funding has been authorized.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
The recommended action supports the Board of Supervisors’ Infrastructure and Public Safety Strategic Initiatives by allowing for the planning and development of sustainable physical infrastructure that improves the quality of life for County residents and supports economic development results, and further provides for adequate County infrastructure. Additionally, the repair of damaged steel components and repainting of the bridge for maintenance purposes will prevent risk to future public safety.
