RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve Amendment No. 2 to Standard Agreement No. A-14041 (SA) between the County and The Don Chapin Company, Inc. dba Green Line Liquid Waste Hauler and Tom’s Septic Construction to continue to provide on-call grease trap and sewer lift station pumping, water jetting and video inspection of sewer lines and storm drain lines at various locations throughout the County, Request for Proposals #10652, to increase the not to exceed amount by $850,000 for a total amount not to exceed $1,150,000; and to extend the expiration date for one (1) additional year through June 18, 2023, for a revised term from June 19, 2018 to June 18, 2023; and

b.                     Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute Amendment No. 2 to Standard Agreement #10652 and up to one (1) future amendment to the Agreement where the amendment does not change the approved amount of the Agreement.

 

SUMMARY/DISCUSSION:

The County of Monterey, Department of Public Works, Facilities, & Parks (PWFP) has established several on-call Agreements for specialized services when County staff requires special expertise or when the volume of work exceeds staff’s capacity to manage in a timely manner.  The purpose of having on-call consultants is to expedite the procurement process when needing specialized expertise from a professional firm.  On-call Agreements are utilized across PWFP and by other County Departments for specialized expertise in operations, management and specific facility and capital projects.

 

The Don Chapin Company, Inc. dba Green Line Liquid Waste Hauler and Tom’s Septic Construction (hereinafter, Contractor) (formerly JGPG Corporation dba Green Line Underground Plumbing Video) was selected for their expertise and capabilities necessary to provide on-call grease trap and sewer lift station pumping, water jetting and video inspection of sewer lines and storm drain lines at various locations throughout the County in accordance with County policies under Request for Proposals (RFP) #10652.  

 

PWFP has identified a continued need for Contractor to provide these on-call services.   Amendment No. 2 to the SA will increase the not to exceed amount of $300,000 by $850,000 for a total amount not to exceed $1,150,000; and extend the expiration date from June 18, 2022 for one (1) additional year through June 18, 2023, for a revised term from June 19, 2018 to June 18, 2023. 

 

Under the current budget, the Board of Supervisors approved implementation of a number of water and sewer infrastructure projects to be funded by the Federal American Rescue Plan Act (ARPA).  PWFP is responsible for implementing designated projects in County Parks and Lakes, County Sanitation Districts (CSDs), County Service Areas (CSAs), and Laguna Seca.  Most of the additional funds under Amendment No. 2, $800,000, will be used to address cleaning and inspections towards ARPA projects.  The total water and sewer infrastructure investment is about $16 million, which will address many deferred maintenance and repair needs.  The ARPA funds must be spent within three (3) years.

 

Attachment A is the proposed Amendment No. 2.  Attachments B through F, provided for reference, include the following; Amendment No. 1 to SA, Assignment and Assumption of Contract, SA, Summary of SA and Summary of SA Annual Expenditures and Balance.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel and the Auditor-Controller’s Office have reviewed and approved Amendment No. 2 to the Standard Agreement as to form, and fiscal provisions, respectively.

 

FINANCING:

Estimated costs for Amendment No. 2 to the SA over the current and next fiscal years (FY), FY 2021-22 and FY 2022-23, are $989,117.  There is no minimum or maximum amount allocated per budget unit.  Services can be requested as needed, provided funds are available within the FY adopted budget.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

Amendment No. 2 to the SA will allow the County to continue maintenance of County facilities.  Properly functioning wastewater systems prevent public and environmental health risks.
