RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to sign Agreement with Precision Survey Supply, LLC., to provide Laser Scanner equipment, training, etc. for $157,183 from March 15, 2022 to June 30, 2027.
SUMMARY/DISCUSSION:
The Monterey County Sheriff’s Office (MCSO) requests approval of this amendment.
The MCSO Laser Scanner has reached the end of its user life. The scanner is used to map crime scenes which is critical in crime scene investigations, homicides, etc. The scanner greatly aids investigations in helping to make a determination of a victim’s death. The information obtained from the scanner is used in all homicide/crime cases. The scanning of a crime scene has become not just a standard but a requirement for prosecution and is used by both the defense and prosecutor during the weighing of evidence at a trial.
The MCSO demoed three laser scanners when looking for a scanner to replace the existing scanner. A familiarity with the old scanner and also being able to receive a credit toward the purchase of a new scanner and the willingness of the vendor to accept payment for the device over five (5) years (so as to not impact the budget), aided in the decision for the selected device. The scanner selected is an upgrade from the previous scanner. The previous scanner would take up to an hour to scan an area whereas the new scanner will be able to scan that same area in a fraction of the time.
OTHER AGENCY INVOLVEMENT:
The County Administrative Office, County Counsel and Auditor-Controller have reviewed.
FINANCING:
The cost of this contract is included in the FY 2021-22 approved budget. The cost for FY 2022-23 will be included in the upcoming budget. There will be no increase in General Fund Contribution in the current fiscal year resulting from this Board action.
